Updating the guidance on the IC process Propose to update the existing guidance document, keeping the same structure, taking into account the experiences of the first round of intercalibration

Key principles - issues Be more explicit on what IC should achieve HG and GM boundary values of the WFD compliant methods for the BQE What is a WFD compliant method for the different BQE?  explicit criteria Role of the intercalibration network in the exercise (should we aim for a revision at some stage?)

Process options - issues Simplify the existing options (that have become very confusing) – based on the experience in round 1 Criteria for comparability for the different options Quality control for data sets NEED TO INVOLVE PERSONS WITH HANDS-ON IC EXPERIENCE

Class boundary setting procedure BSP was very theoretical, allowing different interpretations in practice Revise BSP taking into account lessons learnt in round 1 IC Challenge to make BSP more practical (without loosing sight its purpose – ensuring consistency with WFD normative definitions) Ensure better consistency in setting of reference conditions  link with ongoing work in the GIGs NEED TO INVOLVE PERSONS WITH HANDS-ON IC EXPERIENCE

Proposed practical way forward The following timetable is proposed, aimed to have an ECOSTAT agreed guidance document in the spring of 2009: October 2008 – Presentation and discussion of outline and general principles at ECOSTAT (this document); call for nominations for drafting group 15 October 2008 – deadline for drafting group nominations and written comments from ECOSTAT on the outline/general principles 15 January 2009 – First draft guidance document sent out for written comments by ECOSTAT (deadline 30 January) 15 March 2009 – Drafting group completes second draft taking into account the comments 20-21 April 2009 – Discussion (and agreement?) at ECOSTAT meeting
