Montana’s 18-Wheels & Busted Experience Information provided by: Captain Keith Edgell Montana Highway Patrol AAMVA, Region IV Board Member Thank Keith & MHP for participating in a training follow-up project.

18-Wheels & BUSted The Montana Highway Patrol (MHP) has an authorized strength of 241 sworn Troopers. In 2005 CMV inspections were moved from MHP to the Montana Department of Transportation, Motor Carrier Services Division. MHP stopped sending troopers to CMV inspection schools and lost sight of the “Big Picture” as it related to CMV Safety. MHP noted that CMV enforcement efforts decreased and the CMV crashes increased. Inspections 18-Wheels & BUSted Here is a graphic depiction of the dramatic decrease in CMV inspections by MHP Troopers.

18-Wheels & BUSted In 2011 Montana experienced a total of 870 CMV crashes. Of those, 25 fatality crashes resulted in 34 deaths. This represented a 92% increase in CMV fatal crashes and a 100% increase in deaths over 2010. The correlation between reduction in overall CMV enforcement since 2005 and recent increases in crashes left MHP looking for a strategy to address this issue. READ SLIDE

18-Wheels & BUSted In September 2011 AAMVA rolled out the “18-Wheels and BUSted” DVD. MHP Colonel Mike Tooley looked at this video as a opportunity to refocus the MHP mission as it relates to CMV enforcement. In October 2011 the video became mandatory training for all sworn MHP Troopers. In February 2012, MHP achieved 100% training completion. READ SLIDE

MHP/CMV Speed Enforcement 18-Wheels & BUSted MHP/CMV Speed Enforcement HERE ARE EARLY RESULTS SHOWING INCREASES IN CMV ENFORCEMENT POST-TRAINING. ALTHOUGH THESE OUTPUTS ARE INITIALLY PROMISING, WE ALL KNOW WHAT WE ARE LOOKING FOR IS THE ULTIMATE OUTCOME … REDUCTIONS IN CRAHSES, INJURIES, AND DEATHS. MHP IS CONTINUING TO MONITOR TO SEE IF WE REALIZE THESE RESULTS.
