Initial Determination Rules recommended as necessary without substantive public interest are the groundwater standards/classifications rules. These rules establish standard setting procedures, IMAC procedures, and the standards and classifications for groundwaters. Rule Review is limited to the criteria listed in GS 150B - 21.9 -authority -clear and unambiguous -reasonably necessary -adopted via proper rulemaking Department of Environmental Quality
