2017 PuebloPlex Parcel 1 Tabletop Exercise Story Board Who: Pueblo Chemical Depot (PCD), PuebloPlex, PCAPP and the Pueblo County Sheriff’s Office. What: Parcel 1 All Hazards Table Top Exercise (TTX). When: 13 April 2017 Where: Pueblo Chemical Depot, CO 81006 Why: To provide participants an opportunity to evaluate current response concepts, plans, and capabilities for a response to a Hazmat/Law enforcement event occurring in Parcel 1. The exercise focused on local emergency responder command and control coordination, critical decisions, notifications, and the integration of State and Federal assets necessary to save lives and protect public health and safety. Summary: Approximately 34 personnel representing PCD, PuebloPlex, PCAPP and the Pueblo County Sheriff’s Office participated in a All Hazards TTX looking at lines of communication, emergency response and mutual aid support between PCD and Pueblo County involving simultaneous incidents occurring both on and off PCD. There were three scenarios designed for the exercise, including active shooter, fire response and multiple casualties in multiple locations. There were two functional groups participating in the exercise; Law Enforcement/Fire/Medical and Command and Control. 2017 Pueblo CSEPP Community Exercise Who: Pueblo Chemical Depot (PCD) and the Pueblo, Colorado CSEPP Community. What: The Chemical Stockpile Emergency Preparedness Program (CSEPP) Exercise is a Full Scale Community Exercise held annually; with participation from PCD, other Army agencies, DHS, FEMA, Pueblo County Emergency Management Officials, Colorado Division of Homeland Security and Emergency Management, and multiple local Emergency Management support agencies. When: 03 May 2017 Where: Pueblo, CO 81006 Why: Defense Authorization Act of 1986 (Public Law 99-145) - “Maximum Protection for the Environment, the General Public and the Personnel Who are Involved in the Destruction of the Chemical Stockpile”. Summary: Approximately 2,000 personnel will participate in the 2017 Pueblo CSEPP Community Exercise in concurrent scenarios, with a simulated Chemical Accident/Incident Response and Assistance (CAIRA) event on PCD and a separate, off-post incident located in Pueblo County. These scenarios are designed to exercise Mutual Aid Agreements and objectives to test and validate CSEPP Benchmarks through Emergency Response Outcomes (EROs) in Preparedness, Emergency Assessment, Emergency Management, Hazard Mitigation, Protection, Victim Care, Emergency Public Information, and Planning for Remediation and Recovery.
