Memorandum of Understanding Tuition Assistance Plan Module 10: Tuition Assistance Plan (TAP) Memorandum of Understanding Tuition Assistance Plan The UAW-GM Tuition Assistance Plan is designed to enhance the opportunity for advancement for active and laid-off UAW-represented GM employees.   The TAP program provides financial assistance to UAW-represented GM employees to attend approved licensed or accredited schools including colleges, universities, proprietary or vocational/technical schools. The program also allows UAW-GM workers to select various types of training or education based on their situation and goals, which is subject to approval by the UAW-GM Center for Human Resources (CHR) TAP Administrators. The CHR has developed definitive guidelines for the administration of the TAP program. The 2011 National Agreement MOU TAP provides the framework and principles for the development of these guidelines. UAW-GM TAP is jointly administered by the CHR. Issues or concerns regarding TAP should be brought to the attention of the Joint Skill Development and Training Committee. 10-2

Active Workers Eligibility Module 10: Tuition Assistance Plan (TAP) Active Workers Eligibility Active – Traditional UAW represented GM employees with 90-days seniority and on the active employment roll 10-3

Module 10: Tuition Assistance Plan (TAP) Entry Level Workers Eligibility Active – Entry Level Entry Level employees as defined by the Memorandum of Understanding Entry Level Wages and Benefit Agreement are eligible for active TAP benefits, excluding personal enhancement courses 10-4

Laid Off Workers Eligibility Module 10: Tuition Assistance Plan (TAP) Laid Off Workers Eligibility Laid Off UAW represented GM worker on indefinite layoff from a closed plant with recall or rehire rights under the terms of the current UAW-GM National Agreement and at least one (1) year seniority as of the last day worked prior to layoff 10-5

Module 10: Tuition Assistance Plan (Tap) Surviving Spouse/Dependent Eligibility Surviving spouse of a deceased UAW represented GM employee, who was active at the time of death, is eligible for the remaining balance of the employee’s current TAP. If the surviving spouse does not use this benefit, the eligible dependent(s) may use the remaining balance of the deceased employee’s current TAP. The benefit must be used within four (4) years following the date of the employee’s death. The amount does not accumulate from year-to-year. 10-6

Module 10: Tuition Assistance Plan (Tap) Military Service Leave Employees on Military Service Leave under the provisions of Paragraph 112 of the National Agreement are eligible for Active TAP benefits. These employees must first exhaust all military tuition assistance prior to utilizing TAP. 10-7

Module 10: Tuition Assistance Plan (Tap) Educational Leave of Absence Active employees on an Educational Leave of Absence, under the provisions of Paragraph 113, pursuing a 4-year degree or graduate degree are eligible for TAP. In no given year is an employee on Educational Leave of Absence eligible for more than $5,000. 10-8

Module 10: Tuition Assistance Plan (TAP) Inactive Workers (ITAP) (Determined by Seniority) Per Contract Year 4 Years Seniority or more $8,400 3 – 4 Years Seniority $7,400 1 – 3 Years Seniority $6,400 10-11

Module 10: Tuition Assistance Plan (TAP) TAP Approved Tuition or General Fees Registration Laboratory and Mandatory Service Fees Book Fees up to $200 per calendar year for degree-related courses (out of the yearly allotted active TAP benefit amount) 10-12

Module 10: Tuition Assistance Plan (TAP) TAP Not Approved Supplies, Equipment, Products, or Materials Late Registration or Add/Drop Fees Transportation or Parking Fees Student ID Fees Meals or Recreational Activities One-Time or Non-Mandatory Fees (i.e.; Application Fees) Test or Examination Fees Graduation or other expenses Any expense(s) which are being paid or that are eligible from other educational financial aid sources 10-13

Module 10: Tuition Assistance Plan (TAP) TAP Educational Providers Approved Schools: All new schools are evaluated by TAP Administrators Must be accredited by national or regional recognized accrediting agency or government approved licensed State Board of Education 10-14

Module 10: Tuition Assistance Plan (TAP) TAP Educational Providers (continued) Educational Provider Eligibility: Provider must not allow employee to start class/classes without a TAP “Official Approval Certificate “ (Voucher) Must be in operation for at least two (2) years Brick and mortar location in the state in which it is providing services Must have an existing refund policy 10-15

Module 10: Tuition Assistance Plan (TAP) Course Eligibility Approved Must be offered to the General Public and published tuition cost and fees College or University course(s) are generally covered in an accredited degree program Adult education, business, trade, vocational or technical school courses are reviewed by the TAP Administrators for eligibility Courses leading to a GED or high school completion, if not provided free of charge by the state in which an employee lives or attends school Basic skilled courses 10-16

Module 10: Tuition Assistance Plan (TAP) Course Eligibility Not Approved Sports, Games, and Hobbies Job-specific Training Non-degree related correspondence courses are generally not TAP approved Lecture/Seminars/Workshops are not approved, if: Taken during regular scheduled work hours Course, content, length, and cost are not determined eligible by the TAP Administrators Cost of material/meal is not broken out Completion verification is not issued No refund policy Approved institution is not the actual sponsor 10-17

Module 10: Tuition Assistance Plan (TAP) Application Methods All applications must be e-mailed or faxed. Please allow enough time for processing All classes must be approved prior to the start of class TAP is designed to be a pre-paid program 10-18

Tuition Application Procedure Active Work Force Module 10: Tuition Assistance Plan (TAP) Tuition Application Procedure Active Work Force Employee registers for all approved courses and provides the TAP “Official Approval Certificate” to the school. This authorizes the school to invoice TAP Employee registers The invoice and approval certificate are forwarded to TAP at conclusion of the final refund period School forwards invoice and approval certificate to TAP Completion verification (i.e.; final grades, and certificate of completion is sent to TAP within 60 days of the term ending date Employee sends completion verification to TAP 10-20

Tuition Application Procedure Active Work Force (continued) Module 10: Tuition Assistance Plan (TAP) Tuition Application Procedure Active Work Force (continued) Application is e-mailed or faxed to TAP allowing 21 – 30 days prior to registration, but not more than 90 days prior to the start date of any classes for processing Employee emails/faxes application Application is reviewed for eligibility determination TAP Administration reviews application If application is approved, the certificate is e-mailed to the employee. If the application is not approved, a correspondence is e-mailed to the employee communicating why it is not approved TAP e-mails the “Official Approval Certificate” or Not Approved correspondence letter 10-21

Module 10: Tuition Assistance Plan (TAP) Course Reimbursement The UAW-GM TAP Course Reimbursement Request form should be completed only if a student pre-paid his/her tuition and/or compulsory fees. TAP requires satisfactory completion verification prior to reimbursement. The following is required to obtain direct reimbursement from TAP: Complete Sections I-IV on the TAP application Complete Section I on the TAP Course Reimbursement Request Form Attach the following: Validated payment receipt (canceled check, credit card receipt, etc.) Itemized school registration form/bill Proof of completion (grades, official transcript, or certificate of completion) TAP “Official Course Approval Certificate” Mail form and attachments to TAP 10-22
