NY START Update July 17, 2017

Region 1 Operational since August, 2014 Began implementation of Therapeutic Coaching in May 2015. Resource Center renovations are anticipated to be complete by the end of July 2017 with a tentative opening, for planned use, by the end of September 2017. The team has worked with 398 people since becoming operational. There are currently 143 active cases. 55% of active caseloads are children 55% of the adults served live at home with family 16% of children served reported psychiatric hospitalization prior to enrollment, and during START it reduced to 3% 32% of children reported ED use prior to START, reduced to 13% during START. 39% of adults served reported psychiatric hospitalization, and during START reduced to 9% during START. 48% of adults served reported ED use prior to START, reduced to 27% during START From April – June - With START intervention during a crisis (both f-2-f and telephonic support provided) 86% of children and adults maintained their current setting following the crisis. Therapeutic Coaching – April – June 2017 – 21 children and 12 adults received Therapeutic Coaching.

Region 3 Operational since September, 2014 Resource Center renovations just began and are anticipated to be complete by the end of September 2017. If renovation schedule stays on target we would expect a tentative opening, for planned use, by December 2017. It is anticipated that Therapeutic Coaching will be available by December 2017. The team has worked with 477 people since becoming operational. There are currently 184 active cases. 18% of active caseloads are children 82% of active caseload are adults and 58% of them live in Group Home and 24% live with family. 33% of children served reported psychiatric hospitalization prior to enrollment, and during START it reduced to 9% 48% of children reported ED use prior to START, reduced to 15% during START. 44% of adults served reported psychiatric hospitalization, and during START reduced to 19% during START. 62% of adults served reported ED use prior to START, reduced to 34% during START From April – June - With START intervention during a crisis 67% of children and82% adults maintained their current setting following the crisis.

Region 4 Operational since September, 2016 Both Resource Centers are in different phases of development, it is anticipated that they will be complete by the end of September 2017. If renovation schedules stay on target we would expect a tentative opening, for planned use, by December 2017. It is anticipated that Therapeutic Coaching will be available in all boroughs by fall 2017. In total the teams have worked with 207 people since becoming operational. There are currently 129 active cases between the two teams. Richmond Kings Team (Brooklyn/SI) Resource Center located at 2645 Linden Boulevard, First Floor, Brooklyn, NY. Have 93 active case. 58 cases in Brooklyn / 35 cases in Staten Island 26% are children 51% of adults served live at home with family 38% of children served reported psychiatric hospitalization prior to enrollment, and during START it reduced to 0% 42% of children reported ED use prior to START, reduced to 17% during START. 46% of adults served reported psychiatric hospitalization, and during START reduced to 12% during START. 52% of adults served reported ED use prior to START, reduced to 29% during START Tri-Borough Team (Manhattan/Bronx/Queens) Resource Center located at 134-19 157th Street Queens Have 92 active cases – 20 Manhattan / 32 Queens / 40 Bronx 35% are children 40% of adults served live in a Group Home 16% of children served reported psychiatric hospitalization prior to enrollment, and during START it reduced to 6% 34% of children reported ED use prior to START, reduced to 16% during START. 45% of adults served reported psychiatric hospitalization, and during START reduced to 7% during START. 60% of adults served reported ED use prior to START, reduced to 13% during START

Region 5 Region 2 The Region 5 contract is in final stages of review. FREE has begun to hire START Clinical Team staff who will begin START Certification training in August 2017. Once the contract is finalized we will begin discussion on Resource Center development. Region 2 The NYSTART Service Analysis Kick Off meeting has been scheduled for September 27, 2017. It is anticipated that the RFA will be released in the summer of 2018. Region 5 contract was submitted through Grants Gateway to the AG’s office on June 26, 2017.

Psychiatric In-Patient Outcomes Psychiatric Inpatient Usage for Children Across all 4 Teams Pre-START 26% of people reported usage in the past year. While receiving START services 4.5% of people reported psychiatric inpatient usage Psychiatric Inpatient Usage for Adults Across all 4 Teams Pre-START 43.5% of people reported usage in the year prior. While receiving START services 12% of people reported psychiatric inpatient usage

Emergency Department Outcomes ED Usage for Children Across all 4 Teams Pre-START 39% of people reported usage in the past year. While receiving START services 15% of people reported psychiatric inpatient usage ED Usage for Adults Across all 4 Teams Pre-START 55.5% of people reported usage in the year prior. While receiving START services 26% of people reported psychiatric inpatient usage

National START Research Outcomes National Center for START Services conducted a study with a sample of 111 START service users and their caregivers in the Northeast and Southwest regions of the US. Results from the analysis showed: Significant decrease in psychiatric hospitalizations and emergency department visits. Significant one year pre-post improvement in caregiver service experiences. Significant one year improvement in mental health symptoms of the service user. FEIS – Family Experiences Interview Schedule which is a semi-structured interview. The FEIS was chosen as it measures caregivers perceived support from and attitudes towards the mental healthcare system.
