Reserved uptake period of child care allowance for fathers, family time bonus, partner bonus and child care allowance account in Austria Child Care Allowance (CCA) including Partner Bonus Family Time Bonus (= Paternity Allowance in european context )

Legal Situation Child Care Allowance 5 options („old system“) Income- related CCA: 12 plus 2 months (max. 2000 € per month) 30 plus 6 months (436 € per month) 20 plus 4 months (624 € per month) 15 plus 3 months (800 € per month) 12 plus 2 months (1.000 € per month) ~ 16,5 % of time is reserved for the second parent (in most cases: fathers) Parents may change claim roles twice, one part must last at least 2 months Additional income is limited (depending on the option)

Legal Situation Child Care Allowance (new system) Income- related CCA : 365 plus 61 days Child Care allowance account one parent 365 to 851 days both parents 456 to 1063 days 33,88 Euro to 14,53 Euro per day 20 % are reserved for the second parent (in most cases: fathers) Parents may change claim roles twice, one part must last at least 61 days Additional income is limited (depending on the option)

New: Partner Bonus Conditions for eligibility Parents draw CCA for the same period (50:50 up to 60:40) Minimum duration of each part: 124 days > 1000 Euro Bonus (500 Euro per parent)

New: Family Time Bonus Conditions for eligibility For working fathers who intensively and exclusively take care of their families and interrupt their job (“family time”) directly after the birth of a child (within 91 days) Duration 28, 29, 30 or 31 days (in one block!) 22,6 Euro per day (~ 700 Euro) permission of employer necessary for taking family time No legal entitlement to “family time” in private companies.. Bonus will reduce amount of child care allowance later

Expectations Increase of father´s contribution to parenting A greater balance between professional and family life Extension of duration of leave periods of fathers High number of fathers claiming Family Time Bonus * * * Evaluation will be carried out on regular basis New regulations need some time to be accepted Fathers usually claim their leave periods after the mothers…….. therefore results not to be expected before 2019
