Airport Slot Coordination & its Role in the CDM Process

Introduction to Airport Slot Coordination

According to the IATA Worldwide Slot Guidelines, there are 3 airport levels in terms of airport infrastructure & resource capacity versus the demand : Level 1 – Capacity handles the demand. Airlines notify the airport of planned operations Level 2 – Demand greater than capacity at some peak times. A facilitator manages the airline operation times through voluntary schedule adjustments Level 3 – Demand significantly exceeds the capacity of the airport. All airline must operate with an agreed and allocated slot. A coordinator is appointed to manage the available capacity through allocating airport slots Airport slot coordination is a mechanism developed by IATA for managing the capacity of limited airport resources against the ever-increasing demand of air traffic. It involves the allocation of slots to operators as a means to manage available capacity

What is an Airport Slot? Permission given by a coordinator to use the full range of airport infrastructure necessary to operate an aircraft at a coordinated airport on a specific date and time for the purpose of landing and taking off. This time is indicated as the Estimated Off Block or Estimated On Block time of the aircraft

Airport Slot Coordination and Air Traffic Flow Management ATFM Slot Coordination Strategic Airport slot ‘first line of defense’ in capacity vs demand for airport Airport Slot data fed into the flow management tool daily Shows the planned demand for the airport ATFM views real time inconsistencies between planned airport slot, FPL and actual operations Can provide some advanced information to coordinator of trends indicating possible misuse

Airport Slot Coordination and CDM CDM vs Airport Slot Process???? No……..as it is regulated, rewards for good behavior, penalties for abuse of slots However…… If you consider the system within which we operate…..

Airport Slot Coordination and CDM When determining whether the airport itself must be coordinated or not, a Collaboration is required When determining the published or declared capacity for an airport, Collaboration is required When there is a requirement for anything ‘out of the ordinary’ eg. Special events, SWC, Nedbank Golf Challenge, Collaboration is Key Slot Coordination DoT ATFM Airport Operators SCCSA Aircraft Operators
