RSS Data Manifesto (1) Data for better policy making Ensure evidence and official statistics are at the heart of policy debate Commit to greater data sharing between government departments for statistics and research purposes Champion basic training in data handling and statistics for politicians, policymakers and other professionals working in public services

RSS Data Manifesto (2) Data to strengthen democracy and trust End the practice of pre-release access whereby some people in government see statistics before the public Give citizens greater access to quality local data Encourage companies to share data for research purposes for the public good

RSS Data Manifesto (3) Data for prosperity Increase investment in research and innovation Progress more quickly on opening up government data Give the Office for National Statistics and the wider Government Statistical Service adequate resources Prepare for the data economy by skilling up the nation

Science & Technology Ctte - big data Recommends • Opening government departmental data and breaking down data silos, so more datasets can be delivered to others in government and to external users (as suggested by the RSS in paragraph 41). • A right of access to data for the Office of National Statistics, including public and private data sets (as suggested by the RSS in paragraph 80), and developing a framework for auditing the quality of data within government departments.

Science & Technology Ctte - big data Recommends • A Council of Data Ethics within the Alan Turing Institute as a means of addressing ethical issues around big data and to ensure good practice around big data generally (as suggested by the RSS in evidence quoted in paragraph 80 of the report) • A government commitment to a substantial role in improving data skills, as highlighted in the RSS Data Manifesto, to ensure that we have the necessary big data skills base that the UK needs.
