Safety and Air Navigation Framework

Safety Framework The integration of global safety indicators and regional safety outcomes received through the RASGs. Output is shared with ICAO’s aviation partners to create a comprehensive assessment of safety risk.   Safety results are used to update the annual ICAO State of Global Aviation Safety report, to begin the cycle anew. Analysis Surveillance activities intended to detect implementation of SSP and SMS protocols by States and industry partners, respectively.   Operational audits are under- taken primarily by industry, while the status of State over- sight capabilities is continuously monitored under the ICAO Universal Safety Oversight Audit Programme (USOAP). Monitoring Standardization efforts are undertaken as needed Standardization The GASP formalizes partner-agreed safety targets as well as the collaboratively determined Global Safety Initiatives (GSIs) designed to achieve those targets.   Tactical annual adjustments to the GASP work programme are made based on the safety trends reflected in ICAO’s yearly State of Global Aviation Safety report. Policy Conducted in collaboration with industry partners, regional and State safety organizations. Higher-level coordination of their initiatives is achieved via ICAO’s Regional Aviation Safety Groups (RASGs).   The RASGs also serve to aggregate the regional reporting of annual safety monitoring results that are relayed to ICAO Headquarters and shared with ICAO’s aviation partners. Implementation

Air Navigation Framework Analysis of reporting data is carried out collaboratively with ICAO’s partners. Results are then published in the annual ICAO Global Air Navigation Report (GANR), which then helps determine the tactical regional work programme’s annual adjustments to start the cycle again. Analysis The PIRGs also serve to aggregate the regional reporting of annual ATM monitoring results from ANSPs that are relayed to ICAO Headquarters and shared with the Organization’s aviation partners. Monitoring Conducted in collaboration with aviation partners and ANSPs at the State and Regional level. Higher-level coordination of these initiatives is achieved via ICAO’s Planning and Implementation Regional Groups (PIRGs). Implementation All Standards for Block 0 have been completed and implementation is underway. Block 1 Standards and Recommended Practices (SARPS) will be initiated after the 12th Air Navigation Conference. Standardization ICAO’s Global Air Navigation Plan (GANP) establishes sectoral ATM Policy objectives. These are based largely on the Aviation System Block Upgrade (ASBU) ATM modernization strategy developed collaboratively with ICAO’s aviation partners. Regional work programmes will be derived from the GANP. Tactical adjustments to the programmes will be made annually and reported online regionally and globally through the Global Air Navigation Report. More significant policy revisions to the GANP are prepared for review and agreement by the ICAO Assembly once every three years. Policy: ASBUs
