Formation & Composition Each California public school, grades kindergarten through 12, with 21 or more English learners must form an ELAC. The percentage of parents of English learners on the committee must be at least the same as that of English learners at the school. Example: Lincoln Elementary School (45% EL) 10 members ELAC How many will need to be EL Parent? At least 5 parents

Elections Requirements for ELAC elections include: ELAC Officers include Chairperson and Co-Chairperson, Secretary and DELAC Representative Parent/guardian members of English learners elect parent members to serve on school committee. The parents/guardians are provided the opportunity to vote for committee members. Each school committee shall have the opportunity to elect at least one member to the District English Learner Advisory Committee (DELAC).

PRIMARY FUNCTION OF ELAC The major function of ELAC is to advise and make recommendations in writing to the principal and the School Site Council (SSC) on the development, implementation and evaluation of the school’s Single Plan for Student Achievement and programs and services for English Learners.

ELAC Advisement task The following items are required by the State. ELAC advices the school on the following: Discuss and advise in the development of the school’s Single Plan for Student Achievement Advise the school principal and staff on programs and services for English Learners Participate in a review and the development of a needs assessment, including ways to improve attendance Discuss/review the school’s annual language census report (R-30) Elect a representative to be a member of the District English Learner Advisory Committee Receive training on the roles & responsibilities of ELAC

Benefits of ELAC Parents can express and share their concerns and successes with other parents. Their presence at the school will let their student know that their parents understand school policies and programs. The recommendations made by ELAC are given to School Site Council- the decision making committee of the school.

District English Learner Advisory Committee (DELAC) Each California public school district, grades kindergarten through 12, with 51 or more English learners must form a District-level English Learner Advisory Committee (DELAC). Parents or guardians of English learners not employed by the district must constitute a majority membership (51% or more) of the committee. Each school ELAC must have the opportunity to elect at least one member to be their site’s DELAC Representative.

District English Learner Advisory Committee (DELAC) The DELAC must effectively advise the governing board on at least the following: Development/revision of the district English Learner Master Plan and services for English learners that takes into consideration the school’s Single Plan for Student Achievement (SPSA) District-wide needs assessment Establishing district program, goals, and objectives for El programs/services District plan to meet teacher and aide requirements Annual Language Census Report (R-30) Written notification of initial enrollment/Waiver request affecting EL programs/services District’s reclassification process Training on district’s Uniform Complaint Procedures, including Williams’ requirements

Benefits of DELAC The primary function of DELAC advises the School Board on programs and services for English Learners. It helps monitor the progress of the various ELACs. Advises and supports ELAC representatives in order to perform their roles and responsibilities more effectively. Disseminates useful information and training materials, and provides district-wide direct support to school sites.
