Sole Source Competitive 8(a) Set-Asides Purpose: SBA’s 8(a) Business Development (BD) Program and named for section 8(a) of the Small Business Act. The program was established to help small and disadvantaged businesses compete in the marketplace and gain access to federal and private procurement markets. Firms graduate from the 8(a) program after nine years. After graduation, they are no longer 8(a). Firms must be SBA certified. Competitive 8(a) Procurement must be over $7 million inclusive of options to set-aside competitively for 8(a). Award is competed among 8(a) suppliers only. Sole Source 8(a) Procurements must be under $7 million inclusive of options. Award goes to designated 8(a) supplier Sole Source Competitive Set-Asides do not apply to micro-purchases (<$3,500).

Best Value Award may be made at other than low price using best value score. Higher score minimizes risk to the Government PPIRS Best Value Tips Past Performance Information Retrieval System (PPIRS) www.ppirs.gov Web-enabled application that provides timely and pertinent contractor past performance information and assists acquisition officials in accessing contractor past performance data Be careful to protect your score and keep your performance at its best. Validate your performance data in PPIRS-SR. Check your score monthly during preview period. Use the challenge process if you see discrepancies. Delivery and Quality Assessments Delivery assessments based on a score Numerical scale ranging from 0 (low) to 100 (high): Higher scores represent more on-time deliveries Lower scores represent fewer on-time deliveries Quality assessments based on a color group Blue (Top 5%) Purple (Next 10%) Green (Next 70%) Yellow (Next 10%) Red (Lowest 5%)

Service-Disabled Veteran Owned Small Business (SDVOSB) FAR 19.14 Purpose: Provides contracting assistance to ease the economic disadvantages incurred as a consequence of the veteran’s disability. Authority: Veterans Benefits Act of 2003 Eligibility: Small Business; 51% owned by SDV or caregiver Self Certification in System for Award Management (SAM) – CVE not required for DLA procurements Set-aside Types Set-aside Criteria Competitive set-aside: Expectation of two SDVOSBs $3,500.01 to $25,000 Provide the product of a domestic manufacturer (large or small) Sole-Source set-aside: Only one SDVOSB Not to exceed $6.5M Not conducive to fully competitive items (AMC/AMSC 1G) Over $25,000 Provide the product of a domestic small business manufacturer

Capability Determination for Unrated Suppliers Due to a recent increase in the receipt of nonconforming material, DLA Aviation has implemented the following proactive measures to protect the integrity of our supply chain. Effective immediately, if an unrated supplier (domestic or foreign) is determined to be the best value, DLA Aviation will conduct the following steps to assist the contracting officer in making his or her affirmative responsibility determination prior to award: The contracting officer shall send the Vendor Capability Questionnaire to the unrated supplier for completion and give a one business day suspense. Along with the Questionnaire, if the unrated supplier is a dealer/distributor of a part-numbered item, the contracting officer must also request traceability documentation demonstrating that the contractor will supply the product of the approved manufacturing source. If the supplier refuses, or does not provide the questionnaire and traceability documents within the suspense timeframe, the supplier may be removed from award consideration and the official contract file will be documented accordingly.

Vendor Capability Questionnaire The Vendor Capability Questionnaire will help support the contracting officer’s decision to award to an unrated supplier. Supplier should respond promptly to ensure its offer is appropriately considered If supplier cannot provide all requested information within one business day, an extension should be requested immediately.

DLA Aviation HUBZone Program Purpose: To provide Federal contracting assistance for qualified small business concerns located in historically underutilized business zones, in an effort to increase employment opportunities, investment, and economic development in those areas. Small Business Administration certified program. HUBZone firms must go through certification with the SBA to participate in the program. Thirty five percent of the firms employees must live in a HUBZone. Validate cert in System for Award Management (sam.gov) or Dynamic Small Business search (dsbs.sba.gov/dsbs)

DLA Aviation HUBZone Program Unique characteristics: Over $25K, item must be manufactured by a certified HUBZone small business in a HUBZone Under the SAT, only competitive set-asides (Rule of 2) Over the SAT, competitive or sole source up to $7M Combined set-asides/Award at a Fair Market Price How are HZSB set-asides established: Targeted NIINs for HUBZone program Market Research HZSB interest in establishing set-asides.
