Proposal for Lights at Breithaupt August 28, 2017

Introduction Many points have arisen during this discussion regarding the installation of lights at Breithaupt The staff report on Monday August 21, 2017 addressed many of the concerns. KMBA is fully committed to working with the City and the neighbours improve upon the concerns raised.

Parking Concerns KMBA notified the rep coaches who use Breithaupt Park on April 21 during equipment pick-up of the designated parking areas. Prior to the House League mid-season tournament hosted at Breithaupt on June 2nd KMBA sent a notification explaining where to park, washroom access and expected behavior while in the park. The KMBA President re-enforced the designated parking areas and acceptable behaviours requirements on July 8th by e-mail to all rep coaches with the request to communicate this to all visiting teams.

Noise Concerns The staff report on Monday August 21, 2017 demonstrates that noise is within acceptable levels Noise considerations have been communicated and will continue to be communicated to our users Boom boxes will be discouraged.

Public Urination Concerns KMBA has communicated with our users and opposing teams regarding this issue and will continue to reinforce this point. April 21 at equipment pick up Prior to tournament held June 2nd to the convenor The President of KMBA communicated to all rep coaches of the expectations. As mentioned previously, KMBA is committed to reinforcing the code of conduct with our membership and visiting teams.

Diamond Usage Reasons why diamonds are not used: Play declines after the peak season. (May to July) Heavy rain often closes Diamonds #1 and #2 but not #3 Games may be cancelled by out of town opponents Fields may be closed by the city early in the day and then weather improves Playoff games may be booked but not needed due to “in necessary” games

Baseball needs Rep baseball cannot be played on B diamonds. Accessibility of diamonds overall will allow us to let every kid play. Freeing up diamond time allows our rep teams to have practice time. Lack of practices was by far the biggest issue raised in parent surveys

Summary There is support for lights in the neighbourhood as outlined in a letter received by council. KMBA has enforced a Code of Conduct for many years and this is reviewed with all our users every year. KMBA has spoken directly to all of our coaches, visiting coaches and the local association regarding our code of conduct and our expectations of visitors to our parks. KMBA is committed to continue to perform our due diligence to be good neighbours, as we have always done. KMBA will review the current code of conduct to include the importance and expectation to respect the neighbourhoods.
