Southborough Hub - Update Southborough Town Council 31 March 2016

Southborough Hub “You said, we did” document being drafted and will be circulated Masterplan – (work is ongoing) Hub – (work is ongoing) Football pavilion (changes made based on feedback received from the football club) Residential Traffic impact assessment Parking Planning application

“You said, we did” The project group will be bringing forward a “you said, we did” document showing feedback from the public consultation and the changes subsequently made to the designs. Some of the comments from the feedback can be seen below. “Provision of a kitchen” “we think retail outlets should be included” “Needs a water feature” “Flexible dressing rooms” “library should be larger than the current one” “Medical centre must have a private entrance” “Pleasant outside area” “More car parking” “Market square feel with café culture” “Fully flexible spaces” “not a multi-purpose room with no character” “can we include the Post office” “we need a museum” “Art gallery space would be nice to have” “Hall should be able to act as a theatre and cinema space as well” “The post office should be in there” “more retail for a restaurant” “create an environment where people want to visit” “children’s play area”

Residential Planners have stipulated the following: “policy AL/SO2 for the mixed use development at Southborough hub expects that the site will deliver approximately 50 – 60 dwellings. The housing figures within the policy are intended to be a guide to the approximate number of dwellings that can be provided at the site. TWBC is not meeting its 5 year housing supply target - recent notable appeal decisions at Highgate Hill in Hawkhurst and at Sissinghurst have confirmed this. National Planning Policy Framework encourages planning authorities to boost the supply of housing and make efficient use of previously developed (brownfield) land, particularly in sustainable locations with good transport connections, such as along the A26 corridor, which has good public transport connections.   The implications of not maximising the opportunities that sites such as this present (subject to meeting all other detailed planning requirements) are that more development has to be provided on greenfield / Green Belt sites.” The councils have an obligation to secure best consideration for the site.
