How Did We Get Here? Where is San Mateo County? Trapped between San Francisco and Santa Clara Counties, the Pacific Ocean and San Francisco Bay Silicon Valley Economic boom (Technology, Bio-Tech, etc.) Limited supply of rental housing overall Vacancy rates @ or below 4% for consecutive years. Declining voucher utilization

Goals and Objectives Incentivize rental property owners participation in the voucher programs (Retention and acquisition) Remove “red tape” and barriers Empower voucher holders to be competitive in the rental market Provide benefits, beyond $$$ to property owners Informational workshops Networking opportunities Opportunities to “give back” – Veterans, etc.

Leasing Success Program MTW Activity – Non traditional use of HAP funds Housing Locator Service Front-facing partner Mitigating the “Section 8” stigma Removing the perceived red tape RTA, inspection, security deposit, obtaining required documents Managing relationships (HA-Tenant, Landlord-Tenant, HA-Owner) Master leasing Case management

Leasing Success Program Security Deposit assistance (1x grant/household) Managed and paid up front by the housing locator contracted organization Landlord Continuity Bonus Eligible for owners who are currently participating in the voucher programs and re-rent their unit to another voucher holder within 60 of vacancy Up to 1 month’s contract rent, based on previous tenant’s negotiated contract rent Must sign a 12 month lease and contract

Leasing Success Program New Landlord Signing Bonus Available for new landlords that have not participated in the program for at least the past 3 years $1,000 bonus for first new unit enrolled in the program Must sign a 12-month lease “No Loss” Bonus Addressing timeliness differences between voucher holders and an open market applicant Prorated payment from receipt of signed RTA to signed HAP contract (proration based on actual days and the full contract rent, not the HAP amount)
