Background LoTAG, through the work of HMSG (and Roads 2000), LoLEG and LoBEG, has been very pro-active in developing common asset management practices across London over many years There have been notable past successes The co-ordination and dissemination of good practice to the boroughs, emanating from these successes, has been undertaken by these sub-groups

‘Element 2’ Funding The DfT had provided ‘Element 1’ Asset Management Funding direct to all Boroughs for ‘Asset Data Collection’ The DfT then made ‘Element 2’ Funding available for ‘Developing Asset Management’ Opportunity arose to develop a London-wide bid A London-wide Bid was able to provide a powerful case when in competition with the Counties and other authorities LoTAMB set up in October 2008 A bid was made by LoTAMB to the Department for Transport on 19th December 2008

LoTAMB The bid was successful - DfT granted ‘Element 2’ funding of £1m (Largest funding of any award) Agreed that funding to be awarded to asset management initiatives and projects that will benefit all Boroughs A governance structure established to: Ensure that funds are distributed in support of deserving areas of excellence in the field of ‘Asset Management’ Monitor delivery of selected initiatives and projects and sharing of current good practice ‘Honest Brokers’ included on the Board

Why were we successful? Our bid included: Past development of asset management in London Proposals to coordinate additional asset management projects ‘over and above the normal pace of development’ ‘Joined up’ between TfL and the Boroughs Multi-faceted Good Governance Structure Overall investment in London exceeded the grant provided (i.e. The grant was supplementary funding)

Bidding for Funding Support: Bids are made to LoTAMB using standard templates and guidance documents Bids are passed through the individual LoTAG groups to ensure broad support by boroughs The majority of initiatives are part funded with some financial support from individual boroughs The grant is held in an interest bearing account to ensure maximum benefit is made of available finance – So far the interest has funded the administration and setting up of the website

Highways Maintenance Efficiency Programme (HMEP): LoTAMB work supplements the work of HMEP The work of LoTAMB is referenced as a Case Study - HMEP Asset Management workstream Further support to be provided to assist in the roll-out of some of the HMEP work e.g. Life Cycle Planning Tools LoTAMB to disseminate and share HMEP Best Practice and advance Asset Management in London

Has Asset Management in London moved forward since 2006? A MSc Research Project has identified that: Increase in production of a TAMP (from 5% to 67%) Increase in awareness by Councillors (from 60% to 95%) Increase in adoption of CoP’s Highways (30% to 79%) Lighting (25% to 74%) Structures (30% to 74%) PAS 55 Maturity Scale 5% at Level 0 15% at Level 1 69% at Level 2 Awareness of LoTAMB – 100%

New Initiatives / Bids to be supported? Previous Bids – some pending with new bids? Each ‘Interest Group‘ (LoBEG, LoLEG, HMSG) to be requested to seek ideas / new bids All individual bids must be supported by the ‘interest groups’ before submission to LoTAMB All new bids must benefit London not just the individual borough Money is not to replace existing funding streams for routine activities

Summary and Conclusion The LoTAMB governance structure provides process and scrutiny to ensure that the best value is made of the £1m ‘Element 2’ grant Asset Management in London has advanced and improved Further Initiative / bids are sought that enhance and progress Asset Management in London LoTAMB can provide the vehicle to disseminate and share HMEP Best Practice and advance Asset Management in London
