8-5.8 The Progressive Movement

Progressives The progressive movement was started to help social and economic problems Problems Included: Child Labor Alcohol Consumption Women’s Suffrage (Right to Vote) Fair Treatment for Workers Improving Education

Why did we need this? Progressive movement happened because of problems in growing cities Middle class wanted to stop paying taxes to corrupt governments The movement started locally and then moved nationally In S.C. “progressive” reforms also included disenfranchising African Americans

Governors of the Era Graduation rates were still very low due to very few high schools Many governors supported the 16th Amendment which started the income tax for all Americans which would help pay for public education. Governor Cooper supported raising taxes for education spending He increased the school year to 7 months Governor Manning (1915 – 1919) was our most progressive governor He established a fair tax system and enforced it, raised minimum wage, built schools, paved roads and highways, and build hospitals

Muckrakers Were a driving force behind the Progressive Movement. Journalists who wrote about the negatives that workers faced. Exposed the widespread corruption in business and government Columbia’s The State newspaper engaged in muckraking journalism

Temperance Movement The Temperance Movement wanted people to give up alcohol completely. SC was slow to pass temperance legislation because Tillman was against this because he wanted the state dispensary instead Prohibition was put into effect in 1915 in South Carolina and 18th Amendment in the U.S. Bootlegging and illegal selling of alcohol became a problem

Labor in Mills Child Labor Laws started with a minimum age of 12 and then raised it to 14 Mill Village owners and some parents were against these reforms in SC. Most mill works were pushing for higher wagers and shorter hours. A City Commission form of government was passed that elected its members at large rather than by the community to limit the voice of the mill worker.

Women in the Progressive Movement Women in SC promoted establishment of schools and hospitals Nation wide, women prohibition and also, work improvement and voting Black women promoted community improvement in black neighborhoods After WWI, women in the U.S. were recognized for their contribution & awarded with the 19th Amendment (voting) S.C. didn’t agree with the 19th Amendment until 1967
