What led to Temple Hill Road and Nirvana Gardens?   Prairie Lane traffic is excessive during Temple’s festival dates. Prairie Lane and Hill Top residents want Temple to have an access road off Creek Road and return the streets to pre -Temple days. Temple needs a larger parking lot on festival days as no overflow parking is permitted on Prairie Lane.  Adequate Fire protection will require a second access and a second source of water (an 8 inch looped water line) for all residents in the area.   Temple’s sewer lift station should be replaced by a gravity sewer.    In 2007, Temple’s north side 25-acre land was purchased by a Temple trustee for potential Creek Road entry at a 12% grade road. In 2014, the same Trustee acquired a 5-acre property to the East to redesign to an 8% or less grade road. The total 55 acres including Temple’s 25 acres were re- parceled to create a 30-acre tax exempt Temple campus to the West and the balance 25 acres to create a tax based elderly residential development to the North and East. Much of 55 acres has been land locked for decades with Prairie Lane being the only access. The acreage now with Temple Hill Road, 8 inch water and 10 inch sewer, adequate storm sewer and detention ponds will serve Temple’s needs and create a tax based residential development to benefit the community at large.   

What led to Annexation by City of West Peoria What led to Annexation by City of West Peoria? How would Temple’s new infrastructure be built and maintained with private funds? The rezoning to R2 by the City of West Peoria paved the way for Temple’s growth (Temple’s Vision 2020). However, municipalities do not provide public funds to build private infrastructure. Nirvana Gardens would not be possible without the neighbor Temple’s trustee developing a private condo tax base model (QPRO) and significantly funding through donation. The infrastructure investment by the Temple can be reimbursed to the Temple with the elderly condo tax base over a period of time per City’s TIF Development Agreement. The reimbursed funds can be used to maintain the road, storm sewer, detention ponds and parks which are privately owned by the Temple, while Greater Peoria Sanitary District maintains the sanitary sewer and Pleasant Valley Water District maintains water supply. Without the City of West Peoria’s annexation and TIF agreements, Temple would have remained status quo, with poor road entry, sanitary and fire protection issues. We would have continued to have public relation issues with residents’ concerns of heavy traffic on Prairie Lane and Hill Top.

A 3000 feet long (0.56-mile road, 30 feet wide with curb and gutter, runs up the timber hill at 8 % grade for 1500 feet and 4% average grade over the next 1500 feet. It runs along the grade to the top of the hill with tall trees on either side. Finally, we approach the Temple that resides on the hill overlooking Kickapoo creek valley.
