Innovations ≠ reforms Innovation = implementation of a new approach, method or technology Reform = implementation of a complex set of measures and tools (it is not necessarily connected to new approaches, methods or technologies) Both innovation and reform leads to some kind of adaptation to changed circumstances Successful implementation of innovative/reform measures in public administration: Factors and determinants
