Radio Equipment Directive (RED) 2014/53/EU: OJ L153 22 May 2014 Replaces Radio & Telecommunication Terminal Equipment Directive (RTTED) 1999/5/EC, repealed with effect from 13 June 2016 RED applied from 13 June 2016 (+ 1 year for manufacturers to comply) Covers equipment which intentionally transmits or receives radio waves for communications or radiodetermination, regardless of primary function Operating up to 3000 GHz (NB: no lower frequency limit) LVD & EMCD will no longer apply to RED equipment Many products under the scope of RED: e.g. anything with a GPS, Bluetooth, RFID, RLAN, NFC…. Next ECC – (27 to 30 June 2017) – RED will be compulsory! © ETSI 2016. All rights reserved

Standardisation request M/536 of 4.8.2015 under 2014/53/EU (RED) Work programme underway: 296 (originally 163) Work Items for Harmonised Standards 13 “Repeats” to incorporate new requirements Old versions which will not be cited to be withdrawn 51 Harmonised Standards cited in the OJEU (10.2.2017) 93 Harmonised Standards published awaiting citation in the OJEU 33 in Public Approval / Resolution of comments 30 Approved by TB – awaiting start of ENAP Arithmetic: compared to the original work programme responded to the EC (163 items):  We have already published 144 (93+51), i.e 88% (144/163) or 80% (131/163) without the 13 repeats In the public domain 177 (144+33); 109% (or 164 (131+133): 101% Once they have been through OPS/DPC 207 (127%) or 194 (119%) === Original original: 163 work items !

Summary of major concerns (November 2016) Need to improve EC/ETSI process for review of Harmonised Standards for citation in the OJEU Current process requires frequent changes to ENs post adoption, which: Create delays in citation, with a risk that HS are not cited in time Create a mis-match between the versions adopted (and transposed into National standards) and versions cited in the OJEU ETSI requests that EC assess standards during Public Approval, allowing their comments to be taken into account in a timely & transparent manner Explore the possibility to cite a published HS with a time limit (2 years?) identified in the OJEU to resolve any mis-alignment with the Vademecum. © ETSI 2011.
