HPSEB - Responsibilities HPSEB is responsible for supply of Uninterrupted & Quality power to all categories of consumers in Himachal Pradesh at the most economical rates This power is being supplied through a network of Transmission, Sub- Transmission & Distribution lines laid along the length and breadth of the Pradesh

HPSEB - Power Distribution Scenario Consumption within the State has witnessed a rising trend during the last three years due to rapid industrialisation fuelled by the industrial friendly policies of GoHP Every year about 30,000-40,000 consumers of various categories are added to HPSEB system

HPSEB – Existing Consumption patterns Industrial consumers form only 1.77 % of the consumers in the state, but contribute to 61.52 % consumption of power Domestic consumers, on the other hand, form almost 85 % of the total consumers of power in the state, but use only 20.04 % of the power utilised

HPSEB – Peculiar Power Conditions Power in Himachal Pradesh is predominantly Hydro with the availability comprising of: Own Generation ( 100 % Hydro) – 467 MW Central Sector/bilateral shares (10 to 15% thermal) – total approx. 900 MW This results in HPSEB being surplus in power during the summer months, and extreme deficits in winter months since Our own generation reduces almost to 15- 25% due to lean water discharge Similar reduction happens with our Central Sector Shares from hydros in the region. There is an increase in demand due to the cold weather

HPSEB – Inter State Connection points

HPSEB – Meeting Consumption in the State HPSEB is drawing about 300 MW on Panchkula-Kunihar (220kV) line and in case of restrictions, HPSEB has no alternative but to shed its load at Baddi which is presently using 160 MW power Similar is the situation with 220 kV Khodri-Majri line from where we are drawing 130 MW. Uttaranchal is facing its system constraints at 400/220kV ICT at Rishikesh and frequent restrictions are imposed on this link

HPSEB – Meeting Consumption in the State From Jullundhar, we are drawing power of the order of 100 to 150 MW The power of Baspa goes to 400kV Sub-Station Nalagarh owned by PGCIL. HP has another valuable source of power from Dehar HEP owned by BBMB, but unfortunately, we are not able to integrate this with our system because of constraints of ICT at Dehar which is underrated. Thus HPSEB is drawing power in radial mode and cannot utilize this source for reduction of energy losses in the system.

HPSEB – Meeting Consumption in the State To meet the increasing demand of the state HPSEB utilizes the following: Complete Own generation Purchase of power from IPPs in the State. Shares in Central Sector generating stations Free Power Entitlement of GoHP in NJHPS & NHPC Projects. Banking / Bilateral Agreements with other utilities. Purchase of Power from open market / energy platforms.

HPSEB – Meeting Consumption in the State Own Generation with in the state (467 MW) is sufficient to meet the consumption of the Domestic consumers Domestic and other categories of consumers are being fed using the 33/11 kV system in the state Augmentation / strengthening of the distribution network has been carried out under APDRP schemes and is now being carried out under Restructured APDRP (Part A & B)

HPSEB – Meeting Consumption in the State To meet the industrial demand in the state, 1000 Crs have already been invested by HPSEB in the Transmission system of the state… However, to meet the increasing industrial demand and provide reliable and quality power to the industrial consumers, augmentation of the system is a necessity, and it is planned…

Proposal Therefore, HPSEB’s endeavour shall be to provide reliable and quality power to all categories of consumers The State Advisory Committee may consider these facts while reviewing the ARR and Business Plan of HPSEB, being presented hereafter …
