Not a simple question ! The types of certification is different in different countries Often done / different in regions Many aspects included in certification Should auditing be included ? 25 member states Associated countries Candidate countries JHL / Energy Efficiency and Economy

Larger certification experience A few countries have more advanced certification schemes which have been in action for some years Among those countries are: Austria (länder) Denmark Germany (länder) Netherlands UK (I am sure forgot someone) Some countries more than one scheme or even many ! JHL / Energy Efficiency and Economy

Certification experience Certification of New Buildings is also an issue outside Europe and major experience are found in for instance: USA (different states) Australia Some countries more than one scheme or even many ! JHL / Energy Efficiency and Economy

Certification of Building Most schemes have been voluntary, but in some cases combined with strong incentives, like subsidy or grant programs Most schemes have been focusing alone on efficiency in new buildings Some have been focusing only on public buildings So far only one country has used mandatory schemes for existing buildings JHL / Energy Efficiency and Economy

SAVE Projects Quite some countries have been involved in SAVE projects - which include development and testing of certification schemes Some of those projects are still going on Alone one project with certification of public buildings has involved 10-15 or even more countries Most projects are limited in geographic area and in types of buildings included in the project JHL / Energy Efficiency and Economy

Pilot studies In many countries pilot studies are going on before the implementation of the real EPBD scheme 2006 Those project a very different in size and organisation Big projects are going on in Germany, Sweden .... More projects will start soon New Framework VI programmes will include testing of methods and schemes I am for instance involved in 2 different projects Quite some projects run as cooperation with old and new member states JHL / Energy Efficiency and Economy

Aim of Certification and when ? Certification in New Buildings can have two different aims Certification on project stage Certification can easy influence energy consumption and building design Certification after construction Certification can control actual building and changes made under construction Need for both ! But only few countries dare to make both JHL / Energy Efficiency and Economy

Certification on Project When Certification is done under construction: it is easy to adjust the project savings can be made with small costs will influence a good design of buildings but: certification must be made on drawings etc. projects undergo major changes when is the exact right time consultant should be in place for a long time JHL / Energy Efficiency and Economy

Certification after Construction When Certification is done after construction: it can control the final building including changes it can be used a approval of low energy or passive-house will be a real declaration of the consumption but: difficult to change buildings after construction some parts of the building are hidden will optimise construction not design JHL / Energy Efficiency and Economy

Certification as a Positive Label Energy Certification can especially be used as a positive mark or label for new building which are better than the requirements This can be based on certification by project or after construction, but only the last will be like a quality mark ! Quite some countries have experimented with this: Germany, Austria, England, USA or Australia JHL / Energy Efficiency and Economy

Brussels - Posters New Buildings In September in Brussels we had posters from 23 countries and the 3 Belgian regions Most Countries were i favour of certification after construction (14) Nearly a third wanted before (8) Only 2 would do both 2 countries had not yet decided in September Some countries which would certificate before would claim random check after construction. Some countries would use architects or engineers for certification and in a few cases this would be checked Most countries wanted to use independent experts JHL / Energy Efficiency and Economy

Certification in Sweden Certification of New Buildings in Sweden (Per-Erik Nilsson, CIT) 1. step: application to have a building permit must be followed by a certificate 2. step: 2nd certification 2 years after the building was handed over for non-res 5 years (based on operational rating) definition: asset rating during design phase should be called design rating; in fact more tailored rating approach follows CEN in some aspects not in every one JHL / Energy Efficiency and Economy

Certification in Finland Certification of New Buildings in Finland (Timo Husu) main principles of CEN will be followed calculation will be part of the design process, results are needed for application for permit reference values for components and systems will be given energy certificate will be made during design verification will be part of commissioning process according to building code would result in class D!!! first draft of this law under public consultation in summer 05, law will be finished early 2006, in force during 2006 JHL / Energy Efficiency and Economy

Certification in Spain Certification of New Buildings in Spain (J. Molina) 12 climate zones in Spain 17 different regions Cooling and Air-condition Simplified method for residential buildings Non residential buildings very different - based on CO2 Large studies on calculation methods and categories done Large administration needed in Spain alone in Andalusia - 45.000 certificates pr. year and 140 administrators could be needed for registration JHL / Energy Efficiency and Economy

Certification in Denmark Certification of New Buildings in Denmark Will combine certification after construction and self calculation and reporting before buildings permit Consultant will asses building and will control self reporting Consultant can claim documentation for closed constructions Will use certification to ensure fulfilment of building regulation Will use certification to promote low energy buildings JHL / Energy Efficiency and Economy

Low Energy Classes Energy performance New Buildings: 70 + 2200 / A (kWh/m2 year) Low energy class 2 75 % Low energy class 1 50 % Use of solar energy and efficient systems is needed ! JHL / Energy Efficiency and Economy

Facing the future In the next years many countries (25 ++) will gain more experience with certification schemes ! The Danish experience is: Will still be use of development of certification and new information after day one ! Share of experience must go on after 1st of January !
