End poverty in all its forms everywhere Goal 1: End poverty in all its forms everywhere 1.3 Implement nationally appropriate social protection systems and measures for all, including floors, and by 2030 achieve substantial coverage of the poor and the vulnerable 1.5 By 2030, build the resilience of the poor and those in vulnerable situations and reduce their exposure and vulnerability to climate-related extreme events and other economic, social and environmental shocks and disasters

ILO’s position on Informal Economy: Definition: All economic activities by workers and economic units that are – in law or in practice – not covered or insufficiently covered by formal arrangements. The process of transition from informal to formal economy is essential to achieve inclusive development. Importance of ensuring the preservation and improvement of existing livelihoods during the transition. (ILO Recommendation 204, 2015)

Informal Economy: Challenges for the rights of workers: Social protection Working conditions Inclusive development and rule of laws Negative impact on: Sustainable enterprises Public revenues (tax evasion) Economic, social and environmental policies of the Government Fair competition in the market

Some current issues in Fiji: Informal jobs in/for formal enterprises Informalization of formal jobs (Ex. Remuneration less than the minimum wage in security industry) Subcontracting in supply chains (Formal-Informal link)   Social Protection Floors Role of social security in natural disaster response (Ex. Impact of emergency withdrawal by FNPF members - 150,000 members applied. 48,714 members received FJ$57.6 million to date. Possibility of reaching FJI150 million in total.)

Policy recommendations: Private sector development for poverty reduction: Balance of INSPECTIN (protection of workers) and MOTIVATION (promoting enterprise development).
