Background EPA RPP 1986 – 1998 Intent to Privatize since 1995 NRSB Established - 1996 NRSB Operational - 1998 Proficiency Safety Quality WWW.NRSB.ORG The EPA Radon Proficiency Programs which began in 1986, credential radon testers, mitigators and measurement devices. The introduction of mandatory users fees and continuing education requirements resulted in a sharp decline in the number of individuals participating in the RPP, especially in non-regulatory states. These facts, along with the high cost of creating and maintaining examinations and administering the program moved EPA into discussions of privatizing the proficiency programs as far back as 1995. In November of 1996, at the All States Radon Meeting, Ray Johnson, President-Elect of The Health Physics Society and President of the American Association of Radon Scientists and Technologists, proposed the formation of, an independent, National Radon Safety Board.
