Modernstats Frameworks The mission of HLG-MOS is to oversee development of frameworks, and sharing of information, tools and methods, which support the modernization of statistical organizations. The frameworks endorsed by HLG-MOS include: Generic Statistical Business Process Model (GSBPM) Generic Activity Model for Statistical Oorganisations (GAMSO) Generic Statistical Information Model (GSIM) Common Statistical Production Architecture (CSPA) These frameworks are cross-cutting, supporting the modernisation of all types of statistical production.

Generic Statistical Business Process Model (GSBPM) It defines and describes the processes needed to produce official statistics. The GSBPM is used by more than 50 statistical organisations worldwide. It is used for: Managing statistical programmes Cost / resource allocation Documenting statistical processes Framework for quality assessment Sharing statistical software

Generic Activity Model for Statistical Oorganisations (GAMSO) GAMSO extends and complements the GSBPM by adding other activities needed to support statistical production Uses of GAMSO include: Resource planning Measuring costs Assessing readiness to implement different aspects of modernisation  Supporting risk management systems Implementing enterprise architecture Measuring and communicating the value of statistical modernisation activities

Generic Statistical Information Model (GSIM) GSIM describes the information objects and flows within the statistical business process. It can use be used to consistently design processes and to more easily share software between statistical organisations

Common Statistical Production Architecture (CSPA) The CSPA has been developed to support the sharing and re-use of tools across statistical domains and between statistical organisations. It provides a blue-print for a new way of designing, building and implementing the tools needed to produce official statistics.  It has been adopted as the basis for the European Statistical System SERV projects, which aim to develop common services as part of the Vision 2020 initiative.

Modernisation Maturity Models (MMM) The MMM and its Roadmap focus on how to build organisational capabilities through implementation of the models and standards identified as key to statistical modernisation i.e. GSBPM, GAMSO, GSIM and CSPA. The MMM allows statistical organisations to evaluate their current level of maturity against a standard framework, while the Roadmap provides clear guidelines on the steps to take to reach higher levels of organisational maturity more quickly and efficiently. The roadmap includes supporting instruments to help statistical organisations, at different maturity levels, to implement the different standards. The MMM and its Roadmap should help any organisation regardless of their level. They acknowledge that within one statistical organisation there can be different maturity levels depending on the statistical domain or part of the organisation. The Roadmap addresses needs expressed by statistical organisations, particularly those in the earlier stages of modernisation, to have clearer information about how to progress in the most efficient way

High-level Seminar on the Process-oriented Approach Held in Seoul, 19 – 21 April 2017 Attended by 27 chief statisticians and senior managers of national statistical organisations and international organisations The objective of the seminar was to discuss how best to organize a statistical office to ensure efficiency of processes as well as quality of outputs

Conclusions We need to capitalise on the opportunities There is a clear need for capacity building in non traditional skills How do we create modern working environment and culture for continuous development Portfolio, programme and project management should support innovation not stifle it. How do you change the culture? Innovation for what? We need to be clear on the drivers and how we deploy outputs Innovation Portals are a great way to release statistics that are innovative We are not just providing data, we are providing services.

Next Steps “Create a user-oriented product or develop a new service that puts official statistics into context to tell the broader story” A 3 day virtual hackathon will be held in September 2017. Teams will be given the same set of SDG data and challenged to create a product using it.
