Rehabilitation and Resettlement in Tehri Hydro Power Project-India A Amarender Reddy, Radhika Rani, Timothy Cadman ICAR-Indian Agricultural Research institute, new Delhi; National Institute of Rural development, India; Griffith University, Australia Anugu.amarender.reddy@gmail.com; amarender@iari.res.in Introduction Large scale land acquisition and involuntary displacement for development projects like mega irrigation, hydro power and other infrastructure projects is always a politically sensitive issue in developing countries like India. It is well documented that the project affected people, families and communities disproportionately bear the costs of development. It is important to provide better alternatives for overall development of the project affected families and communities as the displacement involve not only economic and social deprivation but also emotional breakdown of the project affected people. Results The study shows that the overall socio-economic conditions of the affected people have been better than the place of origin. Access to schooling, school infrastructure and the education levels improved in the resettled New Tehri Town as wells as in the new villages.  Access to land of those who opted ‘land for land’ increased both in terms of average size and in irrigation facilities. Instances of growing three crops including high value vegetable crops by marginal farmers with an average of half an acre of land was observed. And land values in the resettled villages were much higher than at the origin.  Overall housing conditions improved, and landless households were provided free one-room pucca houses. New employment opportunities were available especially for those migrating to the urban settlement. There was smooth social assimilation of displaced persons in their new villages where they were resettled.  Overall consumption levels and access to food, and access to health facilities, and quality and connectivity of roads were better except in a few villages which are cut-off by the new reservoir.  Materials and methods This paper explains the land acquisition procedures, norms and the current status of implementation for the rehabilitation and resettlement for different household categories and communities. It examined whether the rehabilitation and resettlement package for different families and communities provided for basic social and economic needs of the project affected people? What are the practical problems in implementing the rehabilitation package? What is the status of the project effected people after habilitation compared to before dam construction? Conclusions This paper try to give some policy solutions for a proper rehabilitation and resettlement of the large public and private projects by intensively examining the rehabilitation policies and packages and their implementation at grassroots level. The paper specifically focuses on the vulnerable groups like unemployed, landless laborers; old aged persons, small and marginal farmers for effective policy implementation. The paper also deals with development of community and social services in the rehabilitated communities for better life quality. Government of India is unable to pass The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Amendment) Bill, 2015 due to the concerns of various political parties, non-government organizations and civil society regarding the provisions for rights of farmers and other vulnerable sections of the society like tribal communities etc. Acknowledgements Tehri Hydro Power Project effected people Literature cited: Reddy, A.
