Institutional Strengthening Support Kouadio Ngoran, UNEP

Challenges Lack of awareness of the SLCP issue amongst the key government departments and stakeholders in the country; Lack of knowledge of SLCP emission sources, the magnitude of relevant emissions, and the potential for mitigation that hinders the ability to take informed decisions; A lack of institutional capacity to coordinate the implementation of SLCP measures; Scattered, uncoordinated action implementing measures that achieve the near-term climate, health and ecosystem benefits and no or limited planning that would embed SLCP policies within national strategies, plans and programmes; A lack of consideration of the role that regional and other international processes and agreements could play in the mitigation of SLCPs. Climate and Clean Air Coalition to Reduce Short-Lived Climate Pollutants (CCAC)

SNAP initiative Objectives The objective of the Supporting NAtional Planning for action on SLCPs (SNAP) Initiative is to : develop capacity within SLCP partner countries for effective national action planning as a foundation for rapid and large-scale implementation of SLCP mitigation.  It has three key objectives: Supporting the development of national SLCP planning processes - facilitating action in countries by embedding SLCPs in on-going activities and policies, and building capacity to coordinate issues related to SLCPs at the national scale to identify national priorities; and providing regionally coordinated support for institutional strengthening in participating countries; Climate and Clean Air Coalition to Reduce Short-Lived Climate Pollutants (CCAC)

SNAP initiative Objectives Enhancing tools and approaches to support key steps of the national planning process – the development of emission scenarios, estimation of benefits of emission reductions to help in prioritizing different measures for SLCP reduction; Fostering linkages and collaboration between national SLCP planning with global and regional processes, initiatives and approaches Climate and Clean Air Coalition to Reduce Short-Lived Climate Pollutants (CCAC)

SNAP initiative Components National planning and stakeholder engagement process Institutional Strengthening activities COMPONENT 2 SNAP Toolkit and Benefits Calculator First version of the Guidelines for SLCP Planning developed COMPONENT 3 Regional inter-governmental consultations and follow-up organized in Asia, Africa and Latin America Targeted outreach for liaison and communication with relevant global and regional organizations (e.g. LEDS; UNECE LRTAP) Climate and Clean Air Coalition to Reduce Short-Lived Climate Pollutants (CCAC)

Objectives of the support Sustainable increase and strengthening of institutional capacities for SLCP mitigation: Sustainable increase in the engagement of key national stakeholders Sustainable increase in level of SLCP mitigation action taken at the national level, by embedding SLCPs into relevant national planning processes and through a sustainable increase in financial resources dedicated to SLCP mitigation at the national level Sustainable increase of Liberia participation in the CCAC activities The ultimate objective of this SSFA is to sustainably increase the level of action taken in Liberia to reduce SLCPs by further promoting the coordination and the scaling-up of activities to reduce SLCPs at the national level. It also aims to increase the ability of the government to attend and participate more fully in the different activities and in decision-making processes of the CCAC and its initiatives.   Expected results are as follows: Sustainable increase and strengthening of institutional capacities for SLCP mitigation: A dedicated unit for SLCP mitigation is established and given a clear mandate and responsibility to carry out work in order to prepare, co-ordinate and, where relevant, implement the Government’s activities to reduce SLCP emissions; Planning of SLCP activities is improved and coordination of SLCP activities is increased. Sustainable increase in the engagement of key national stakeholders Dialogue is enhanced and coordination mechanisms on SLCP mitigation strategies are established with all relevant ministries in government including finance and planning, as well as sectoral ministries responsible for measures related to SLCP mitigation and with relevant national stakeholders, including private sector, leading to increased joint SLCP mitigation efforts; Awareness of SLCP issues and actions (including CCAC initiatives) is raised within the government and amongst other national stakeholders. Sustainable increase in level of SLCP mitigation action taken at the national level, by embedding SLCPs into relevant national planning processes and through a sustainable increase in financial resources dedicated to SLCP mitigation at the national level: SLCP related activities implemented at the national level are increased, (including regulations, on the ground projects, awareness raising activities, outreach to the media, etc.) Integration into relevant existing policies and frameworks is increased; New relevant policies and regulations include SLCPs. Leveraging of additional funds – from national and international sources, new financing mechanisms in place, increased engagement of the private sector, etc. Sustainable increase of Liberia participation in the CCAC activities Engagement in the CCAC initiatives is strengthened; Increased participation in the CCAC meetings and associated preparations Representation of the CCAC in relevant regional and global fora; Exchanges and collaboration with other CCAC Partner countries are fostered (joint projects, collaboration for project replication etc.]. Activities will be implemented in close collaboration with UNEP Regional Office for Africa, the SNAP Initiative Lead Partners, the CCAC Secretariat, and relevant CCAC national focal points and be coordinated with relevant activities taking place under other CCAC initiatives. Other relevant CCAC partners and actors may also be involved, as appropriate. Final copies of all deliverables will be submitted to the UNEP Regional Office for Africa. In the case of electronic products electronic links to the deliverables will be provided. Climate and Clean Air Coalition to Reduce Short-Lived Climate Pollutants (CCAC)
