Completed Projects Champlain, New York (Cargo Facility) Total Project Cost $38,831,000 Construction Completed 12/14/2006 Construction of this facility began in June of 2005 and was completed in 18 months, becoming fully operational in January of 2007.

Completed Projects AMBASSADOR BRIDGE (Cargo Facility) Estimated Total Project Cost $34,857,000 Construction Start Commenced 11/07/2005 Construction Complete 09/06/2007 A November 29th dedication ceremony is planned for this project which entailed the expansion of the cargo processing operation to include an additional 23,000 square feet combined with reconfiguration of the existing space, as well as extended truck lanes and the addition of 75 truck parking spaces. The first phase of this project, which entailed the construction of a permanent truck X-ray facility, was completed in December of 2005.

ONGOING CONSTRUCTION CHAMPLAIN, NEW YORK (Phase 3) Estimated Total Project Cost $52,510,000 Construction Start Commenced 4/26/2006 Estimated Construction Completion 3/02/2009 Phase three includes the construction of the main administration facility which began in April of 2006 and is approximately two-thirds complete. Target completion date is the spring of 2009.

ONGOING CONSTRUCTION MASSENA, NEW YORK Estimated Total Project Cost $58,888,000 Construction Start Commenced 7/03/2007 Estimated Construction Completion 10/25/2009 Construction began this past summer, progress to date has included initial clearing and the placement of site utilities infrastructure. The new facility is scheduled to be opened in the fall of 2009.

ONGOING CONSTRUCTION PEACE ARCH, WASHINGTON Estimated Total Project Cost $56,346,000 Construction Commenced 08/31/2007 Estimated Construction Completion 9/30/2009 All demolition of acquired property is complete and substantial construction is underway in an effort to achieve a finished facility in time for the 2010 winter Olympics.

2008 CONSTRUCTION CALAIS, MAINE Estimated Total Project Cost $53,415,000 Estimated Construction Award December 2007 Estimated Construction Completion July 2007 This will be the first new international crossing in decades. The Maine department of transportation bridge construction is well underway. From GSA’s prospective, we are presently behind the bridge opening schedule and have some ground to make up in order meet the 2008 opening of this new crossing.

2008 CONSTRUCTION JACKMAN, MAINE Estimated Total Project Cost $30,562,000 Estimated Construction Award 11/15/2007 Estimated Construction Completion 01/29/2010 Construction at this very remote location will begin shortly and will take approximately two years to complete. One of the several unique challenges of this project entails coordinating the alignment of the U.S. highway with the adjacent Canadian port and roadway system.

2008 CONSTRUCTION WARROAD, MINNESOTA Estimated Total Project Cost $45,465,000 Construction Start 8/16/2008 Estimated Construction Completion 12/31/2010 Design is underway and is just past the conceptual stage and should be completed by June of 2008, in time for a summer of 2008 construction start.

Replacement of the border facility at Warroad is currently under design.

2008 CONSTRUCTION PORTAL, NORTH DAKOTA Estimated Total Project Cost $24,552,000 Construction Start 2/25/2008 Estimated Construction Completion 09/01/2011 Portal was originally planned for construction in 2006, however two unfavorable bidding sessions have resulted in the planned construction start date being pushed back to the Spring of 2008.

This is a design proposal for 2010 This is a design proposal for 2010. Existing facility includes four residences.

This is a 2010 design proposal and has the potential to be a shared facility with CBSA. Beebe Plain is part of the Derby Line port of entry.

Under the current funding Guidelines imposed by the Office of Management and Budget, GSA’s project delivery timeline is approximately seven years from the time we receive CBP’s program of requirements to the time of construction completion. The timeline pictured in this slide assumes the start of feasibility in 2007 and ends with a completed project in 2013, which is basically our 2010 design program. Although we can do very little to alter the funding cycle and the associated lead times in order to obtain Congressional approval, GSA, in concert with CBP are beginning to investigate alternative delivery methods (i.e. such as design build) and standardization of port of entry components (i.e. booths and Canopies) that will shorten the overall design period and ultimately the duration of construction.
