Every day I see more necessary the unity of the collective to push towards a change of model. A special plan for the sector is needed to save much of the heritage at risk and help revive archaeology. 3 Social Innovation and Archaeology Instituttional framework: Valetta Convention on heritage safeguarding, Malta, 1992 (Council of Europe) Adoption of the principle: “the polluter pays” Introduction of free market rules in archaeological management Economic expansion: urban planning, wind farms, highways and an exceptional building boom (1990-2008): Spanish construction GPD up to 22% in 2008 (Inreasing 10 points from 1997 to 2008) and dropped until 10,5% in 2014 (United Kingdom up to 7,1% in 2008) Comercial archaeology evolved in a similar way.

5 #WG7 Reinvent or Perish Dilemma Adaptation initiatives (20% of companies) are required if they want survive: Diversifying, specializing and moving towards other cultural activities (again dependent of cultural institutions and public funds) However, the mediation of the Spanish public administration as a supervisory mechanism in heritage safeguarding is called into question: 1.700 open legal proceedings and more than 600 prosecutions for corruption in 2015
