In order to better align the request and matching process associated with intrastate, interstate mutual aid and national mobilization and credentialing efforts, the Florida Division of Emergency Management (FDEM) has developed this guide for the FDEM Type 3 All-Hazard Incident Management Teams (AHIMTs). Why?
Having established standards allows the community to plan for, request, and have confidence in resources deployed from other jurisdictions for emergency assistance. Credentialing ensures that personnel resources match requests, and it supports effective management of deployed responders. Why?

Historical Recognition The purpose of historical recognition would be to credential individuals who have already served in the various positions within ICS to certify future individuals seeking credentialing through the use of Task Books The process of historical recognition is described in the document Historical Recognition
Historical Recognition to Task Books After a period of time; historical recognition will no longer be acceptable as Florida moves into full use of a Task Book system to verify experience. Historical Recognition to Task Books
Position Task Books (PTBs) were developed for designated positions as described under and have been incorporated into the National Incident Management System (NIMS). The position task book is used by the authority having jurisdiction to certify that the person to whom the task book belongs meets the standards recommended by FDEM Task Books
Each PTB lists the performance requirements (tasks) for the specific position in a format that allows a trainee to be evaluated against written guidelines. The FDEM will be responsible for issuing credentials to qualified applicants, once approved through the above process. The FDEM will also be responsible for maintaining all records for the credentialed personnel operating through the FDEM. Records

Local Authority Having Jurisdiction The FDEM recognizes the existing authority for local AHJ’s to regulate mutual aid The intent is to build on existing processes and systems to improve the delivery of intrastate mutual aid This guideline does not preempt or diminish the sovereignty of the local authorities having jurisdiction to manage routine and/or local response operations in accordance with their laws Local Authority Having Jurisdiction
