Case Study: Are We Ready for Portfolio Management? Star Media Mission: to work in partnership with member stations to create a more informed public

Company Background 360 independently operating television and radio stations. An audience of 16 million Americans each week. They currently Produce, Acquire, and Distribute programming. Annual revenue is $250 Million. The primary “product ” is programming; the primary programming is news. 23-member Board of Directors .

Three Main Pillars Development: Programming: Establish relationships with high - quality businesses, individuals, and organizations Programming: Provide comprehensive, diverse and compelling news and cultural affairs programming Operations and Engineering: Maintain, operate, improve, research, and implement systems, to promote an efficient, reliable, and high - quality workplace

Project Management Management recognizes need to improve project management practices. Projects are currently led by Functional Mgrs. rather than PMs. Selecting projects is too reactive; No defined criteria. Lack of standardization, training, and central database.

Case Study COO Issues VP of Operating and Engineering Issues Need to create media for 3 markets (TV, Radio, Internet) Old equipment not up to standard VP of Operating and Engineering Issues Too many projects, not enough resources Need to find a better way to pick projects (project selection) Need to define criteria for selecting projects

Discussion Items Discuss whether a scoring method would be an appropriate methodology for project selection at Star Media. Discuss whether several scoring models should be used with respect to the major departments of Star Media. What should be the criteria for the scoring models? Should the criteria be weighted? To check the balanced mix of projects in the portfolio, what criteria should be used to represent key dimensions of the bubble diagrams? How does management ensure that projects are selected in alignment with the company’s strategy?

Scoring Method Scoring Models – Benefit measurement techniques Project scores are generated by metrics/checklist to have a go “Go/No Go” criteria as well as project ranks & prioritization Enables selection process in absence of hard financial data at early stages of the project

Bubble Diagrams Bubble diagrams include the popular risk-reward diagram, as well as other variants of bubble diagrams and more traditional charts such as pie charts, which reveal the spending breakdowns in the portfolio.
