Operational Update On The Libyan-Tunisian Border And The Movement Response

Number of people who fled Libya into Tunisia (Source: IOM) Between 20 February - 05 April: 223,203 arrived in Tunisia (194,975 through Ras Ejdir and 28,228 through other border points) 152,405 departed from Tunisia 58,415 not needing evacuation assistance (Tunisians and Libyans) between 9'500 and 9'900 still in need of evacuation assistance and currently sheltered in camps

The Movement Response

The Movement deployment TRCS present at the border since 21 February providing food and distributing emergency items (clothes, hygiene articles, etc.) donated by the people of Tunisia (approx. 80 volunteers deployed) ICRC RDU and Federation FACT and ERU teams supporting the TRCS response starting 26 February (approx. 50 staff at present)

Main Areas of Support

Shelter Capacity Government transit camp (Choucha): capacity for 20,000 (tents provided by UNHCR) UAE transit camp: capacity for 2'000 TRCS/Federation transit camp: capacity for 2,000 by 06 April Plans Capacity to expand gradually the capacity of the TRCS/Federation transit camp to 5,000 and the UAE transit camp to 7,500 depending on the needs

Relief - Food / Kitchens Capacity TRCS currently serving approx. 11,000 meals/day with donations of food from Tunisians and support from ICRC UAE RC currently serving 5'500 meals/day Pipeline Italian RC (4000 meals/day) and Algerian RC mobilising additional kitchen capacity for the TRCS/Federation transit camp Needs & Plans Possibility for TRCS and WFP to redirect their agreement to provide food in complement to the Italian RC kitchen in the TRCS/Federation transit camp

Relief - Non Food Capacity TRCS with technical and material support from ICRC and Federation is distributing a basic kit to each new arrival. Kit includes blanket, hygiene kit, jerry can and bucket TRCS distributing additional items as needed, including clothes, blankets, baby items, etc. from private donations received Pipeline ICRC capacity to provide materials to cover the needs of 100,000 persons for 15 days Federation capacity to accommodate the needs of 5'000 persons on a daily basis (TRCS/Federation transit camp)

Health Capacity TRCS first aid team at border gate TRCS/Federation hygiene promotion activities at Choucha camp 1 IAHEK with supplies for 10,000 people over 3 months Spanish RC mobile clinic erected at TRCS/Federation transit camp 2 additional IAHEK in warehouse for contingency Needs & Plans TRCS adding an additional first aid team at the border gate, in close cooperation with the Tunisian Civil Defence 1 additional Spanish mobile health clinic on standby

Family Links 35'469 calls as of 05 April Capacity TRCS/ICRC "Safe & Well" telephone points established at Choucha camp and UAE RC camp. 35'469 calls as of 05 April Needs & Plans Additional telephone point to be established at TRCS/Federation camp

Water Capacity ICRC support to the Tunisian government for the provision of water to Choucha transit camp (10-15 l. per day for a max. of 20,000 people) UAE RC transit camp: water system completed Needs & Plans ICRC: focus on maintenance of systems established and reinforcement of government water supply system for the whole area (including the town of Ben Guerdane)

Sanitation Capacity Water, sanitation and hygiene promotion provided in Choucha and Federation/TRCS transit camps Additional supplies have been warehoused for contingency Garbage collection organised in Choucha camp (support to the local municipality) Needs & Plans Additional washing/shower facilities needed at Choucha camp

Movement Coordination

Coordination mechanisms Joint Statement (08 March): "In Tunisia: In the border area with Libya, the Tunisian Red Crescent continues to manage the response to the needs of the population crossing the border from Libya, with the support of the Federation and the ICRC. The Tunisian Red Crescent and the ICRC continue to manage the response to the humanitarian consequences of the internal disturbances in Tunisia." Tunis: daily tripartite meeting for the first 3 weeks, then three times a week Field: regular tripartite meetings This mechanism allowed for a smooth integration of all bilateral initiatives into a coordinated Movement response

Difficulty to foresee the possibility and scale for a large influx of people fleeing Libya Impact of the Libya crisis on the political and socio-economic situation in Tunisia Sensitive nationalities regarding repatriation (UNHCR-ICRC) Strengthening of the capacity of the TRCS Movement coordination of bilateral initiatives
