The German Register of High Activity Sealed Sources (HASS) Ralph Dollan, Renate Czarwinski, Uwe Häusler Federal Office for Radiation Protection, Germany

German Regulations are based on IAEA recommendations Code of Conduct on the Safety and Security of Radioactive Sources (published in 2004) Supplementary Guidance on the Import and Export of Radioactive Sources (published in 2005) European Union regulations COUNCIL DIRECTIVE 2003/122/EURATOM of 22 December 2003 on the control of High-Activity Sealed radioactive Sources and orphan sources – recently revised by new European BSS The German HASS Register R. Dollan, BfS 20/03/2017

German Regulations HASS-Directive 2003/122/EURATOM transferred into national law: German Act on high-activity sealed radioactive sources: „Gesetz zur Kontrolle hochradioaktiver Strahlenquellen“, August 2005 Amendment of Atomic Energy Act - Atomgesetz (AtG) and Radiation Protection Ordinance - Strahlenschutzverordnung (StrlSchV) Register of high-activity sealed sources, online July 2006 established at the Federal Office for Radiation Protection = Bundesamt für Strahlenschutz (BfS) allows traceability of all HASS in Germany from - manufacturing to - storage, disposal - import - export - date, when activity below HASS threshold The German HASS Register R. Dollan, BfS 20/03/2017

German Regulations Main requirements Possession and transport of HASS requires a licence granted by competent authorities = regulatory authorities of the federal states (16 States “Bundesländer”) Obligation to take back a HASS by the manufacturer Financial precautions Registration of all HASS in a central register operated by the Federal Office for Radiation Protection (BfS) Data are communicated electronically via secure connections HASS Register manages information between - Iicensees - local state authorities and - central administration at BfS The German HASS Register R. Dollan, BfS 20/03/2017

HASS Definition (according to COUNCIL DIRECTIVE 2003/122/EURATOM and German StrlSchV): sealed radioactive source whose activity corresponds or exceeds 1% of the A1 value for the respective radionuclide HASS threshold activity: A ≥1/100 · A1 A1: IAEA Transport Regulations IAEA TS-R-1 Rad. Protection Ordinance (StrlSchV, App. III, table1) The German HASS Register R. Dollan, BfS 20/03/2017

New EU-BSS -> StrlSchG European Council Directive 2013/59/Euratom of 5 December 2013 HASS-activity limits: D-Values -> harmonization Revision of Standard Record Sheet – more precise information (i.e. device, neutron source?, source category…) HASS-Definition: Article 4, (41): already implemented in German regulation New: “…sealed source for which the activity of the contained radionuclide is equal to or exceeds the relevant activity value…” Before:“…whose activity at the time of manufacture or, if this is not known, of the first placing on the market is equal to or exceeds the relevant activity level… “ D-values: defined in IAEA publication on Dangerous quantitities of radioactive material (EPR-D-VALUES 2006) The German HASS Register R. Dollan, BfS 20/03/2017

Comparison HASS Thresholds - D-Values CoC: - sources with significant risk: Cat. 1 – 3 - central registration: min. Cat. 1 and 2 The German HASS Register R. Dollan, BfS 20/03/2017

central database of the HASS-Register System and Players Licence Licensees (no access to the data in the database) Regulatory Authority of the states (Länder) (read + check) Web-app-lica- tion notification of receipt, transfer, location change, control, loss, finding of a HASS control of the notifications of the licensees, database searches BAFA Federal Office of Economics and Export Control (read + notify) Ministry of defense (read + check) Other authorities: federal police ministry for the environment intelligence service customs … (read only) notification about granted licence in case of an import from non-EU-states (Activity>A1) licensees: 688 users: 733 authorities: 73 users: 164 Federal Office for Radiation Protection (read + write) central database of the HASS-Register The German HASS Register R. Dollan, BfS 20/03/2017

Notifications only electronically via secure connections data according to standard record sheet (EU-Directive) content Licensee data (address, contact person) licence (date of issue/expiration) competent authority HASS data (Id., characteristics…) Hass location occasion Regular inspections Leakage tests (once per year) Receipt or transfer Loss, theft or finding The German HASS Register R. Dollan, BfS 20/03/2017

System Security System and data classified - VS-NfD (Restricted) („need-to-know“ principle) Access to web application via secure connections (HTTPS) Login: username and password (by BfS on application) Licensees: - public key: browser (root) certificate - no access to HASS data Authorities: - private key: personal browser certificate Server access strongly restricted The German HASS Register R. Dollan, BfS 20/03/2017

Development of the German HASS-Register act on HASS on 18./19.08.2005 start of the obligation of notifications for HASS without an electronic database transition time (08/2005 – 06/2006) notifications in form of secured Excel-sheets, paper, fax Online-operation since 01.07.2006 (BfS-Neuherberg) since 01.01.2007: operation of the HRQ-Register officially in Berlin 19.02.2007: take-over finished 06.08.2009: version 2 online + Server relocation 12.04.2010: version 3 online - mainly administrative changes 18.05.2010: version 3.01 online - bugfixes 01/2011: version 4 e.g. notification management platform for licensees basic changes in data transfer and –import today: redesign and new development of the Software The German HASS Register R. Dollan, BfS 20/03/2017

The need for a new system technology as of 2006 updating, bugfixing complicated replace manual import of notifications by automatic process  database access for licensees implement new regulations improve database maintenance improve reporting implement user demands, improve usability get the code in hand The German HASS Register R. Dollan, BfS 20/03/2017
