Different scales cadaster, urban area, metropolitan, neighbourhood area – makes reporting confusing. Potential Issues: How do you know which boundaries to endorse? How does someone living in a neighbourhood, know that they are living in that neighbourhood? Can sectors use their boundaries and get endorsement that way? Can we model population figures based on the new boundaries?
