Initial Reflection Page 2 Can be used as standalone tool, must not replace normal referral mechanisms, or tools used (observation in the field). Time frame for Contingency Planning How can we respond, under current assistance criteria? Individual Assistance vs. Blanket Assistance for All? PCODE/ GPS location is essential – use at all times. What is the main message you want to communicate with partners, externally and internally? Focal Point to coordinate – who goes where, when do they go, why are they going, what has been collected, who can see the data? (Response) Sectors probably will have to go out again – but WASH, HEALTH, FOOD, SHELTER are key and require a fast response. When do we move on from an emergency situation to stabilizing situation?

Current location names vs. neighbourhoods for example: Mapping Urban Areas Page 10 Current location names vs. neighbourhoods for example: Abou Samra, Shok, Bahsas, Zeitoun, Tripoli – in one cadaster. Different scales cadaster, urban area, metropolitan, neighbourhood area – makes reporting confusing. Potential Issues: How do you know which boundaries to endorse? How does someone living in a neighbourhood, know that they are living in that neighbourhood? Can sectors use their boundaries and get endorsement that way? Can we model population figures based on the new boundaries?
