Academy at West Birdville Elementary 2012-2013 TITLE 1 Academy at West Birdville Elementary 2012-2013 For 2012-2013, there are 15 elementary campuses in BISD that will receive additional funds for instruction to supplement other funds available to campuses. These supplemental funds are provided by a federal program called Title 1.

These opportunities will academically advance all students by providing additional staff, technology applications, high-quality professional development and numerous supplemental educational resources This funding enables campuses to provide additional high quality resources for students that will increase maximize learning experiences and increase achievement among students.
What is the legal framework for Title 1? Elementary and Secondary Act of 1965 No Child Left Behind Legislation of 2002 Title 1 is the largest of the federal entitlement programs and the most well know. Every detail of the program is outlined in these two pieces of legislation. No Child Left Behind, called NCLB, provides direction and a detailed description of requirements tied to the receipt of these funds. No Child Left Behind raises testing standards for students in every state and requires teachers to meet specific certification standards.
What is the purpose of Title1? To ensure that ALL children, regardless of economic status : a fair, equal, and significant opportunity to obtain a high quality education, and Reach proficiency on challenging state standards and assessments The purpose of Title 1 is to provide funds to “level the playing field” for students who are at a disadvantage in terms of reaching high levels of achievement due to poverty. Specifically, this program is designed to ensure all children, in particular the lowest achieving children in the highest poverty schools, are given extra advantages to overcome hurdles that exist for them. Research indicates that students impacted by poverty encounter instruction by less qualified teachers and educational assistants assistants tend to perform poorly on state assessments, and lack parental involvement at higher rates than other students.

Thomas This year 15 campuses meet the criteria for participating in the Title 1 program - based on having at least 40% of the students eligible for free and reduced lunch. BISD Middle schools do not participate in the Title 1 program. Last year, BISD had one campus named as a Title One distinguished campus – Holiday Heights Elementary.
How Academy at West Birdville Elementary was Awarded a Title 1 Allocation Title 1 allocations are awarded based on the number of students who qualify for free /reduced lunch A campus is eligible to receive funds when the number of students for free/reduced lunch reaches 40% 92.3% of students at Academy at West Birdville Elementary qualify for free/reduced lunch The US Department of Education receives an allocation from congress which passes on to each state based on the number of families living in poverty from the most recent census count. The Texas Education Agency then sends allocations to each school district based on the number of students in poverty families residing in the district. For 2012- 2013, BISD campuses will receive over two million dollars in federal funds to be used specifically in BISD’s Title I program. A portion of Title 1 funds are required to be reserved at the district level for parent involvement activities, homeless students, required travel and training, private school participation, and central salaries including parent involvement staff. The remainder of the funds are sent to BISD campuses that have greater than 40% free/reduced lunch enrollment, based on April 2012 counts. Campuses are allocated funds in rank order with the campus with the highest percentage getting the highest amount based on the number of students eligible for free/reduced lunch at that campus with the lowest percentage getting the smallest amount per pupil. This formula, while complicated, is prescribed by law.

The free/reduced numbers came from PEIMS. Those numbers are used to calculate percentages, per-pupil amounts and campus allocations
Defining Title 1 Schoolwide Vs. Targeted Assistance Schoolwide programs use funds and resources to upgrade the entire educational program of the school in order to raise the academic achievement for all students. ALL BISD TITLE I CAMPUSES HAVE SCHOOLWIDE PROGRAMS. Targeted Assistance programs use funds for supplementary educational services only for a small group of identified children who met criteria determined by the school This is great news because all students enrolled in Title 1 campuses in BISD receive the benefit of supplemental services provided through Title 1.
Title 1 School Requirements Meet the purpose of Title I School must incorporate instructional strategies based on scientifically based research Implement parental involvement activities Supplement, not supplant other efforts Detail in campus improvement plan how Title I funds will be used. Yes – Review List Title 1 requires the campus to prove that the plan worked. Thant means student achievement must increase each year. NCLB directs its attention to ensuring that all teachers in core academic subjects are highly qualified. Title 1 puts an additional requirement that educational assistants must have a high school diploma or its equivalent, plus 2 years of college ( 48 hours0, or an associate’s degree or pass a rigorous written test demonstrating that they are able to help students complete school work. Since this campus is a Title 1 schoolwide program, all the EA’s on this campus who work with students must meet this requirement. Suzy Compton and Patrick Guy will work to make sure this happens.
Title 1 School Requirements cont. Providing parents notice of “right to know” Hiring highly qualified staff, including educational assistants Increased documentation requirements Parents have a right to know how school is performing on state assessments and in federal AYP indicators. If a school doesn’t meet standards, parents will be notified of additional rights outlined in the NCLB legislation. Parent notification is required if a student is being taught by or assigned a teacher who does not meet the highly qualified criteria more than 4 weeks. Documents/ sign in sheets etc. and all information related to Title 1 ( campus plan, needs assessment, budget allocations etc. ) are required to be kept on campus.
How is this $$$ being used? Example Targets: Math Support ELA Support Professional Learning Tutoring Parental Involvement Provide instruction by highly qualified teachers and educational assistants Decisions are made each Spring on where to target Title 1 efforts. For example, if the campus needs assessment identified student performance in ELA needed to be addressed, Title 1 funds could be used to provide: Professional learning through attendance at conferences Tutorials Parent involvement activities Supplemental instructional technology Salaries for supplemental Title 1 Reading teachers or Title 1 EA
What is our process? Collaboration involving parents and staff Begin with a comprehensive needs assessment that includes a thorough analysis of student achievement data Target the student group(s) most in need of academic assistance Explore the possibilities within budget and compliance guidelines that are aligned with best practice Although each campus will develop its own plan for Title 1 services, the first steps are the same. Review list – you might talk briefly about the process used on your campus.
How do we involve parents? Conduct annual Title 1 meeting Offer flexible number of meetings Include in planning and review of Title I program Provide information in home language Provide information about qualifications of teachers and EA’s Develop a school parent compact Develop a campus parent involvement policy Significant parental involvement components are outlined in Title 1 guidelines.
