2016-17 CAPE Innovation Courses Combine academic and career content with performance expectations that will result in college credit and industry certification attainment. Eligible for additional 0.3 FTE membership in the FEFP add-on FTE calculation for completion of both the academic and the career performance requirements. Eligible for additional 0.3 FTE membership in the FEFP add-on FTE calculation These courses numbers may only be reported by districts and schools who have received professional development on the innovation course.

2017-18 CareerSource Florida Process The process for requesting new industry certifications for 2017-18 through CareerSource Florida is expected to be open from mid-August through early October. http://careersourceflorida.com/cape/ Currently, no changes are expected to the process for 2017-18 recommendations. The 2016-17 CAPE Industry Certification Funding List will serve as the baseline for their list of recommended certifications.

Rule 6A-6.0573, Industry Certification Process

Test Administration Procedures To report industry certifications, the following procedures must be followed for all written examinations: Exam is not proctored by the individual providing the direct instruction for the industry certification or certificate, except under extremely limited conditions. If only one individual is approved by the certifying agency as a proctor, the teacher may proctor the exams and must be independently monitored by a second individual who does not provide direct instruction for the industry certification content to the individuals taking the test(s). Exam questions are delivered in a secure manner and paper-based tests are not available to the proctor for an extended period of time. Exam is scored by certifying agency (cannot be scored by anyone at the district). Exam is administered in accordance with the certifying agency procedures. Exam must not have been administered more than 3 times during the academic year with a minimum of 20 days between test administrations.

Test Administration Procedures It is the district’s responsibility to track the number of days between test administrations and the total test administrations. Certification exams administered that do NOT adhere to the required test administration procedures cannot be reported to the state for funding or any other purpose. Requirements apply to all written exams given. For non-CAPE Assessments, Licensures and Certifications, districts must adhere to the same test administration requirements in 2016-17.

Additional FTE Calculation in the Florida Education Finance Program (FEFP) Section 1011.62(1)(o), F.S.

When is the funding calculation completed and how are the funds disbursed to programs? The FEFP, 3rd calculation, is the first one in which the additional FTE is included. Any data prior to 3rd calculation is a placeholder and does not reflect the current program activity The calculation is updated in the 4th calculation with data through the close of Survey 5 reporting. FEFP calculations are available here: http://www.fldoe.org/finance/fl-edu-finance-program- fefp/fl-edu-finance-program-fefp-calculatio.stml District staff must work with their own finance office regarding the disbursement of funds.

Funding Caps per Student For students in grades 9-12, there are NO funding caps. For students in grades K-8, there is a cap of 0.1 FTE per fiscal year.

What are the expenditures requirements for the funding? Each district must allocate at least 80 percent of the funds provided for industry certification, in accordance with this paragraph, to the program that generated the funds. This allocation may not be used to supplant funds provided for basic operation of the program. Teacher bonuses are required to be paid from these funds.

What are the requirements for teacher bonuses? The following bonuses are required from the funds in the 2016-17 FEFP Calculation: Funding Weight on the 15-16 ICFL Required Teacher Bonus in 2016-17 0.1 Weight $25 0.2 Weight $50 0.3 Weight $75 0.5 Weight $100 1.0 Weight In addition, the maximum teacher bonus was increased from $2,000 to $3,000.

What are the requirements for teacher bonuses? (cont.) Provided to teachers who are employed by the district in the year in which the additional FTE membership calculation is included in the calculation. Bonus awarded is in addition to any regular wage or other bonus the teacher received or is scheduled to receive. All teachers whose instruction leads to the industry certification attainment must receive the bonus. If more than one teacher’s instruction lead to the attainment of the certification, the bonus is not pro-rated among the eligible teachers. Each teacher qualifies for the statutory amount.

When will the bonuses be distributed to teachers? FAMIS 2014 - Reporting Industry Certifications When will the bonuses be distributed to teachers? The source for bonuses is the funds generated in the FEFP calculation for the add-on FTE. The Florida Department of Education does not calculate or distribute teacher bonuses. Districts need processes to determine which teachers who provided direct instruction for the industry certification and when the bonuses will be calculated and distributed. Bonuses are distributed by the district in fiscal year 2016-17 (July 1 to June 30) to eligible teachers based on certifications funded in the 2016-17 FEFP calculation (earned in 2015-16).

How are certifications earned through dual enrollment now funded? FAMIS 2014 - Reporting Industry Certifications How are certifications earned through dual enrollment now funded? Amendment to statutes made in House Bill 7029 (Chapter 2016-237, Laws of Florida) Allows funding for certifications earned through dual enrollment in certain circumstances District may provide for an agreement between the high school and the technical center, or the school district and the postsecondary institution may enter into an agreement for equitable distribution of the bonus funds.

Implementation of Dual Enrollment Changes FAMIS 2014 - Reporting Industry Certifications Implementation of Dual Enrollment Changes Industry certifications earned through dual enrollment will be included in the 2016-17 FEFP, if sufficient information is reported on the Industry Certification format. Existing data elements reported in 2015-16 on the Industry Certification Format will have to be used. For the 2016-17 data reporting (used in the 2017-18 FEFP), an additional data element will be required on the Industry Certification Format.

FAMIS 2014 - Reporting Industry Certifications 2015-16 Industry Certification Reporting Requirements for Inclusion in 2016-17 FEFP For dual enrollment courses, School of Instruction must reflect a postsecondary school ID. From the School of Instruction, the DOE would be able to identify whether the dual enrollment occurred at district, college, or nonpublic institution. If a high school is listed as the School of Instruction, then the certification would not be eligible for funding.

Registrations for Career-themed Courses and Academies Rule 6A-6.0573, F.A.C.

Registering Career-themed Courses Districts are required to annually register the career-themed courses (CTCs) that meet the requirements of s. 1003.493, F.S. Superintendents certify that each CTC meets all of the requirements in statute. A list of all registered CTCs are published as Appendix FF in the K-12 database dictionary. CAPE Digital Tool Certificates cannot be registered with a CTC.

Registering Dual Enrollment Career-themed Courses For the 2015-16 school year, a supplemental Excel sheet will be used to register dual enrollment career-themed courses. Will be distributed via Chancellor’s memo by August 1 and will be open through August 10 Superintendents will manually certify that each batch of dual enrollment CTCs meets all of the requirements in statute. For the 2016-17 school year, registration of dual enrollment CTCs will be incorporated into the existing web-based data collection system.

Registering Academies Superintendents certify that each registered high school and middle school academy meets all of the requirements in statute. Registration process creates a 3-digit identifier for the academy This identifier is used to identify students enrolled in the academy and reported in Surveys 2, 3, and 5 Academies must be re-registered each year. A list of all registered academies are published as Appendix Y in the K-12 database dictionary. Registration of an academy does not qualify students for funding.

Data Validation The Division of Career and Adult Education sends industry certification reports to districts in September of each year to ensure that program staff are aware of the information that has been reported. The goal is to ensure accurate and timely reporting for the annual CAPE Enrollment and Performance report.
