The system (e.g. closed loop) in which a recycled material exists and other reuse options of a recycled material need to be analysed in order to supports the zero waste goal the most[2]. Using non-scarce raw materials combined with secondary material that would otherwise be landfilled, can be environmentally preferable over using 100% secondary material that would be reused anyhow.
