ARISTOTLE has been designed to offer a flexible and scalable system that can provide new hazard related services to the ERCC and to create a pool of experts in the field of Meteorology and Geophysics of Europe that can support the ERCC with regard to situation assessments in crisis situations worldwide Background Background In Europe, the management of emergencies associated with natural disasters falls under the responsibility of the Emergency Response Coordination Centre (ERCC), which is the operational hub of civil protection and, if needed and upon request of the affected country, can send special units for intervention consisting of people, means of transport and equipment made available by Member States. To speed up this intervention system and integrate the available data at best, the ARISTOTLE (All Risk Integrated System Towards the Holistic Early-Warning) project has recently got underway. It involves 15 European countries under the coordination of the National Institute of Geophysics and Volcanology (INGV) with the support of the Austrian Central Institute of Meteorology and Geodynamics ZAMG. Participating countries and institutes 1 1300 UTC 1330 UTC 1400 UTC UCPM countries Tasks and organization Task 3: scientific partnertship Creation of a multi-hazard scientific partnership that can support the ERCC with monitoring and analysis functions on a 24/7 basis and will facilitate the information exchange 1500 UTC 1530 UTC Task 1: management an effective and efficient project management operate an adequate risk management process establishing the bridges between task and the final user ERCC Task 4: 24/7 service Provision of a 24/7 monitoring and analytical service to the ERCC for the selected hazards covering at a minimum the UCPM countries and EU neighbourhood ( Task 2: inventory Inventory of entities which operate on a 24/7 basis and are lawfully mandated to provide expert advice to their respective national Civil Protection authorities with regard to natural hazards and/or disaster risks Task 5: training • seminars to ERCC personnel and end users on how warnings and reports should be read and interpreted • case studies and lessons learned from previous events • practical exercises and training by simulating various hazards * Year 1: development phase Year 2: pilot service Main Hazards Volcano Flooding Severe weather Earthquake/Tsunami ”. .
