Mission Statement EDA’s mission is to lead the federal economic development agenda by promoting innovation and competitiveness, preparing American regions for growth and success in the worldwide economy. Our Definition: Economic Development creates the conditions for economic growth and improved quality of life by expanding the capacity of individuals, firms, and communities to maximize the use of their talents and skills to support innovation, lower transaction costs, and responsibly produce and trade valuable goods and services. EDA Investments Create Jobs EDA provides economic tools and seed investments to state and local governments, tribal organizations, universities, and non-profits in communities and regions suffering from severe economic distress ★ EDA targets its investments to attract private investment and support long-term job creation EDA is helping communities compete in the 21st century by making catalytic investments that support regional competitiveness, innovation and entrepreneurship EDA investments are focused on locally-developed, regionally-owned economic development strategies that directly contribute to economic development • EDA provides catalytic investments that are designed to support competitive projects across the country which will leverage other public and private funds to realize bottom-up regional strategies and economic development goals. • EDA’s programs provide a portfolio of tools and resources which help support regional competitiveness. Enables the bureau to fund a range of customized investments specifically developed to meet the strategic priorities of applicant communities rather than being cultivated strictly based on formulas.

How EDA Works Integration into your local community’s CEDS EDA Comprehensive Economic Development Strategy (CEDS): The CEDS process is designed to bring together the public and private sectors in the creation of an economic roadmap to diversify and strengthen regional economies. The CEDS should analyze the regional economy and serve as a guide for establishing regional goals and objectives, developing and implementing a regional plan of action, and identifying investment priorities and funding sources. EDA’s Funding Opportunities Economic Development Assistance Programs (EDAP): EDA awards grants that assist state and local governments, and not for profit community-based organizations create jobs, leverage private capital, and strengthen America’s ability to compete in the global marketplace. Community Engagement, Outreach and Integration

EDA Serves as the Federal Lead for National Disaster Recovery and Promoting Resilient Regional Economies EDA's role in disaster recovery is to facilitate delivery of federal economic development assistance to local governments for long-term community economic recovery planning, reconstruction, redevelopment and resiliency. Following a disaster, EDA responds by first coordinating with sister bureaus and other agencies engaged in disaster recovery efforts to share information and data on the ramifications of the disaster. EDA also reaches out to its economic development practitioner network (particularly its network of Economic Development Districts (EDD) District Organizations) to collect on-the-ground information on the economic impacts of the disaster event. EDA serves as the Coordinating Agency on behalf of the Department of Commerce for the Economic Recovery Support Function (RSF) in the National Disaster Recovery Framework (NDRF).

Project Example: Berkeley County, SC Innovation. Regional Collaboration. Job Creation. Project Example: Berkeley County, SC  The investment will: Construct sewer infrastructure to support the Volvo phase 1 plant site in Berkeley County, South Carolina. The plant will be incorporated into a larger industrial park encompassing a total of approximately 6,700 acres. Approximately 700 of those acres will be occupied by the Volvo plant. The project is estimated by the grantee to create at least 2,000 new jobs and generate $500,000,000 in private investment. Economic impact analysis estimated that more than 8,000 total jobs would be created as a result. Operating with 2,000 employees, the plant would contribute approximately $4.8 billion in total economic output on an annual basis. Project Example: Berkeley County, SC Innovation. Regional Collaboration. Job Creation. Project Example: Berkeley County, SC Regular Eligibility: At the time of application, the counties served by the were not eligible based upon per capita income that was 88.76% of the national per capita income (≤ 80% required) as well as an unemployment rate that was 0.32% above the national 24 month unemployment rate ( ≥ 2% required).   Special Need Eligibility: The applicant provided documentation reflecting impacts from job losses due to closures and layoffs as well as the negative effects of changing trade patterns. [Note: In October 2015 (several months after application submission), South Carolina suffered historic rains and devastating flooding that resulted in FEMA disaster declaration 4241-DR.
