Introduction – Learning Support Fund From 1 August 2017, new Nursing, Midwifery and most Allied Health Professional students are no longer eligible to receive NHS Bursaries. Instead, they have access to the same student loan system as other students. This applies to new students on pre-registration courses (those which lead to registration with one of the health professional regulators). Students who already have a degree and are planning to undertake a Nursing, Midwifery or Allied Health Professional subject as a second degree now also have access to student loans through the student loans system. This change applies only to new students
Learning Support Fund The LSF will be administered by the NHSBSA and students will be able to apply from 1 November 2017. Child Dependants Allowance (CDA) – a non-means tested allowance of £1,000 per student per year. Travel and Dual Accommodation Expenses (TDAE) – expenses will be assessed, processed and paid in association with the NHS Bursary Scheme (London Universities included). Exceptional Support Fund (ESF) – Non-repayable grant of up to £3,000 per year for students in genuine hardship.

Using the LSF Application System The LSF Application System (LSFAS) will allow the student to do the following: Apply for Child Dependants Allowance (CDA) Apply for Travel and Dual Accommodation Expenses (TDAE) Apply for Exceptional Support Fund (ESF) As well as: Update their personal details (name, address) Update their bank details Notify us of a withdrawal from studies Print off their student coversheet, this is needed whenever applications and/or documents are sent to us

How does fraud occur? Trust System weaknesses Accident Intentional The minority of people commit fraud, however it is the majority that suffer as a consequence.

False documents: allegation The subject submitted letters and invoices to NHS Student Bursaries confirming payments they claimed to have made for childcare The childcare provider confirmed they had not signed nor seen the documents submitted by the subject The childcare provider stated that the letterhead used on the invoices submitted by the subject was incorrect and the name was spelled incorrectly The childcare provider provided official letterhead
False documents: investigation Witness statements from Student Services and the childcare provider Enquiries with Local Authority The subject was interviewed as a voluntary attender and was accompanied by her solicitor The subject admitted committing fraud offences by dishonestly and fraudulently claiming and using NHS Bursary childcare money she was not entitled to.
False documents: consequences The subject pleaded guilty and was sentenced to a 12 month community order, 200 hours unpaid work, £85 costs and £85 surcharge. A referral was made to the Nursing and Midwifery Council (NMC) and we’re currently awaiting the outcome.

What you can do Check documents and challenge! You are the eyes and ears. It is much more cost effective to prevent fraud than to detect and stop it, particularly in an organisation as large as the NHS. Therefore, it makes sense to ensure that measures are put in place to prevent it from occurring in the first place.

Learning Support Fund fraud Under the new funding arrangements Student Services is moving from a primary to secondary provider of funding. However, there is still a need to be on the look out for fraudulent claims, and indeed these could also indicate fraud with their SLC application. Look out for the following documents which could be falsified: SLC confirmation letters CDA: birth certificates, child care letters TDAE: receipts for accommodation ESF: bank account statements, receipts
