Empower NEETs as digitisers of Italian economy IDEA: Empower NEETs as digitisers of Italian economy To match the challenge with the opportunity

The pilot: Made in Italy - Eccellenze in Digitale 100+ scholarships to young digitisers hosted by local Chambers of Commerce to educate entrepreneurs on e-skills We started in 2013 before Crescere, Eccellenze 100% funded by Google.

A surprising impact Over 80% of digitisers were hired by SMEs or funded their digital consultancy business The project, designed to support SMEs, turned out to be a tool for job creation

CHALLENGE: scale the pilot and transform it in a public policy initiative leveraging Youth Guarantee Ministry of Labour knew about the project and wanted to scale it up. Italian government was proactive and use Youth Guarantee. End 2014. We launched the program in April 2015.

Crescere in Digitale Ministry of Labour and Italian Union of Chambers of Commerce, in partnership with Google, within Youth Guarantee Goal: help ALL Italian NEETs develop digital skills and offer up to 3000 internships as digitisers of SMEs

The pillars of the program Online Training (MOOC) offered to ALL Italian NEETs enrolled in Youth Guarantee (800k+) Local Labs to match NEETs with SMEs 3K internships as digitisers Online training 100% funded by Googler. No public money involved. 90K people enrolled. Local labs: NEETS meeting companies in their area/district (one of 100). Youth Guarantee is funded. Chambers of commerce get money from the EU. You need to finish the online course (50hrs) and pass the test to get to the labs and meet entrepreneurs. In North Italy, we have more entrepreneurs than NEETs -- skills mismatch and high demand. If they like each other they start internship. Internship 500/month. 3000/6 months. Paid by chambers of commerce via Youth Guarantee.

2.Local Labs During the Labs, NEETs: receive in-person training on how to interact with entrepreneurs prepare for jobs interviews and self-employment opportunities run interviews with local SMEs interested in hosting an intern

3.Internships Goal: support digitisation of SMEs Hosted by SMEs, trade associations or web agencies 3000 internships, for 6 months Paid 3000€ each, through Youth Guarantee

Local chamber of commerce -- they tutor and matching. 3000 internship x 3000 EUR Timeframe: by end 2017. 2 years: 10 mln euros . Key results and objectives

Strong impact so far 97K NEETs enrolled in the program 56K NEETs in training 8.4K NEETs graduated 6K SMEs offering internships March 2017: Enrolled -- said interested in the course 50K started and actively doing training. Nearly 8K graduated -- completed and passed the exam. Not super high number because the course is tough and requires time commitment. We want them to be able to meet business. Nearly 4K SMEs offer internships 1K internships assigned -- today are working in SMEs. Goal is 3K. We’re on a good track to meet the goal. There’s geographical mismatch: NEETs in south and jobs in North. Youth guarantee measures about mobility are not working -- too low financial incentive to move. 1.7K Internships assigned Timeframe: Sept 2015 - Jun 2017

Measure 7.1 – What is CRESCERE IMPRENDITORI The initiative - promoted by the Ministry of Labour and Social Policy, as the Managing Authority of the Garanzia Giovani programme - is implemented and coordinated by Unioncamere. The Italian Union of the Chambers of Commerce, Industry, Craftmanship and Agriculture- Unioncamere is the national managing authority of «Crescere Imprenditori» At national level, the project is implemented by the Italian Chambers’ system. 95: the Chambers bodies involved in «Crescere Imprenditori».

Measure 7.1 CRESCERE IMPRENDITORI Potential target 6.200 young people, between 18 and 29, selected among Garanzia Giovani NEETs, www.garanziagiovani.gov.it, which are interested in doing business and registered in Cliclavoro. !! Young people who attended the workshops of “Crescere in Digitale” and didn’t get any internship are eligible !!

Results in max 25 days STAGE A: STAGE B: Measure 7.1 - CRESCERE IMPRENDITORI – About STAGE A: 60h training program: One or several basic training modules IN CLASSROOMS (max 15 participants) or for SMALL GROUPS (max 3 participants); distant interactions between instructors and participants are always possible through live streaming, to allow the diffusion of the activities on the territory. Measure 7.1 - CRESCERE IMPRENDITORI – data From March 2016 to May 2017, in Italy 3.013 NEETs have successfully passed the entrepreneurial attitudes self evaluation test by «Crescere Imprenditori» 1.771 NEETs have enrolled on training and assistance pathways 1.365 NEETS completed the pathways Overall there are currently 169 projects started and 157 completed.
