VDPF Secretariat Main tasks: facilitate the identification and agreement of agenda for both the VDPF annual meeting and policy discussions, support information sharing, reporting and feedback from VDPF meetings; coordinate preparations for the VDPF annual meeting as well as policy discussions, including consultations on the formulation of agenda; facilitate an efficient division of labour and linkages among the various policy discussions; monitor VDPF follow-up actions and provide regular communication updates to VDPF participants Secretariat members for VDPF 2013: MPI (secretariat chair), Office of Government, World Bank, Japan and AusAID

Pre-VDPF Policy Discussions Policy Discussions will provide inputs and substance to the policy dialogues at main Forum Policy Discussions will take place approximately three to four weeks prior to the annual VDPF Flexible structure, content and format will be used to encourage an exchange of views and to promote informed dialogue about specific policy challenges and options Appropriate existing partnership activities such as Sector Partnership or Working Groups will be used to facilitate the technical discussions Ad hoc working groups or new partnership could be set up to fill in the gap and facilitate discussions on thematic issues.
VDPF Policy Discussions Policy Discussions will be co-chaired by Ministers or Vice-Ministers from relevant sector ministries and a lead development partner. Representation from a broad range of development actors is encouraged to bring multiple perspectives and experience. Policy Discussions will be organized sequentially to allow participants to attend more than one meeting if desired. Co-chairs of the Policy Discussions will solicit recommended actions to bring forward to or report back at the main Forum
VDPF 2013 Prime Minister approved MPI’s proposal for VDPF 2013 in July Overall theme: “Establishing new partnerships: towards competitive, inclusive and sustainable growth” Duration and tentative date: one day, during the week of December 2-6, 2013 Location: Hanoi Participation: Prime Minister would attend the whole day, development partners, a representative from local CSOs

Timeline Aug - Sept: Working Groups setup between DPs, Gov and other stakeholders Mid- Sept: finalised short concept note with agreed focus and desired outcomes/objectives of the policy discussion. Oct-Nov: Pre-VDPF Policy Discussions (2-3 meetings of the working groups) Mid- Nov: Final reports from pre-VDPF Policy Discussions First week of Dec: VDPF main event
