Weekly Executive Summary Street Resurfacing and Natural Gas Improvements Section 2: Talking Points C Work planned for June 5-9 What is the status of work in Group 9 (West Pensacola) and Group 8 (Central Pensacola)? Where will the street resurfacing work be focused this week? Both groups are under contract to Midsouth Paving. The contractor plans to complete paving work in Group 9 during the early part of the week of June 5, then begin Group 8 on the south end of A Street. Nighttime work is planned on Palafox Street. Here are the segments slated for construction. Tues., June 6: Main Street to Garden Street. Palafox Street/Chase Street intersection The first part of the week of June 12 crews will be devoted other projects. Beginning Monday, June 19 they will return to A Street and progress at a rate of approximately four blocks per day. Palafox Street/Gregory Street intersection Wed, June 7: Palafox Place to Main Street Group 8 is currently slated for completion by August 9 of this year. Thurs., June 8: Garden Street to West Jackson Street Palafox Place to Main Street The schedule is weather-dependent, and may be revised in the event of inclement weather. Date: 06/05/2017

Weekly Executive Summary Street Resurfacing and Natural Gas Improvements Section 2: Talking Points C Remind us of the magnitude of the resurfacing work. Increased noise. Traffic congestion. It is an aggressive program that involves resurfacing about 119-miles of city streets, or 1800 blocks. None of the streets in the current program have been resurfaced in (at least) the last 10-years. So far crews have milled nearly 298,000-square-yards of pavement, and applied more than 19,000-tons of new asphalt. Dust from milling operations. Property owners are being notified by mail in advance of work beginning in a specific area of the city. Then, 24-hours before work begins on a street, construction personnel are going door-to-door to provide additional notification. At that time, it is important for the street to be cleared of parked vehicles. Work in this phase (Groups 7, 8, and 9) began in February of this year and should conclude this summer. There are additional paving contracts that will begin later this year and conclude in 2018. These projects will address the remaining 1100 of the total 1800 blocks. If citizens have questions, who should they call? Anyone needing additional information on the street resurfacing program can telephone the city’s engineering consultant, Atkins, Inc., (850) 380-9188. What impacts should commuters or property owners anticipate when work is underway in their area? Milling and resurfacing impacts include: Temporary lane closures. Temporary parking restrictions. Weekly Executive Summary Street Resurfacing and Natural Gas Improvements Section 2: Talking Points C Meantime, how is work progressing for Pensacola Energy’s cast-iron gas main replacement program? Tell us about the increased system performance? The cast iron gas mains deliver at a rate of 0.25 pounds-per-square- inch (psi). This is sufficient for most purposes, but too low for some of the more modern natural gas appliances such as tank-less water heaters and whole-house generators. The new medium-density polyethylene pipe can deliver at a rate of 60 psi, which is sufficient to support the newer natural gas appliances. Work in Pensacola Energy’s South Palafox sector (2A) is 100 percent complete as of last week. Here are the updated percentages for the other sectors (refer to the map in section five of this presentation): Sect. 1A (Downtown-West): 80.00% Sect. 2A (S. Palafox): 100.00% Do cars need to be removed from the street? Sect. 3A (Devillers): 10.00% Yes. Construction crews are digging and boring, primarily in the city owned right-of-way adjacent to the roadway. Any cars parked on the right-of-way need to be removed before work begins. Sect. 4A (N. Highlands IV): 50.00% Sect. 2B (Lakeview Ph. 3): Underway Sect. 3B (Bayview Park): Underway Remind us exactly what they’re doing, and why? As with the street resurfacing program, property owners are notified by mail in advance of work beginning in their area. Then, 24-48 hours before work begins on specific streets, construction personnel are distributing notifications door-to-door. Crews are replacing approximately 46-miles of antiquated cast-iron gas mains with new medium-density polyethylene pipe. The new pipe increases safety, reduces life-cycle maintenance costs, and improves system performance and reliability. The work will be performed at night to minimize impacts for drivers and adjacent properties. Here are the Palafox Street segments scheduled for work the week of June 5-9. Weekly Executive Summary Street Resurfacing and Natural Gas Improvements Section 6: Public Information Narrative (continued) C Concurrent with the street resurfacing efforts, Pensacola Energy continues work to replace approximately 46-miles of aging cast-iron natural gas distribution lines with modern and efficient medium- density polyethylene piping. Traffic impacts associated with the natural gas distribution work are few, if any. Crews are digging and boring in the city-owned right-of- way to install the new pipes. Pedestrians may encounter blocked sidewalks, but access to private properties are being maintained at all times. The benefits of the program include: Increased safety. Property owners are being notified by mail in advance of natural gas work beginning in their area. Then, 24-48 hours before work begins on a street, construction personnel are distributing information door- to-door. At that time, it is important that vehicles parked on the street be removed so that work can begin. Cars left on the street will be subject to relocation. Improved system reliability. Reduced maintenance costs. Increased system capacity. Work in the South Palafox sector was completed last week.
