ANNUAL TITLE I MEETING The purpose of the Annual Title I meeting is to inform parents of Title I requirements and their rights to be involved in the Title I program.

What is “ESSA”? ESSA stands for the “Every Student Succeeds Act”. The NCLB (No Child Left Behind) Act is being replaced by ESSA. ESSA sets high standards and contains policies that will help prepare all students for success in college and future careers. The 16-17 School year is a transition time from NCLB to ESSA. What is Title I? … the largest federal assistance program for our nation’s schools. Title I serves millions of children in elementary and secondary schools each year. The goal is a higher quality of education for every child. Title I funds are used by schools and districts for a variety of programs and activities designed to increase children’s academic achievement (especially in reading and math). Schools work to identify students most in need of educational help. The schools set goals for improvement, measure student progress, using standards set forth in the state’s Title I plan, develop programs that add to regular classroom instruction, and involve parents in all aspects of the program. Title I seeks to provide supplemental support to those students that are the furthest from meeting the standards the state has set for all children. Districts receive Title I funds from the federal government (through the PA Department of Education), and distribute these funds to schools based on the number of low-income students (eligible for free/reduced price lunch). However, low-income is only used to distribute funds. Students are selected to receive Title I services if they have an academic need.

How Title I Works The federal government provides funding to states each year for Title I. The Florida Department of Education sends the money to the district. The school district identifies eligible schools and provides Title I funds. LHS implements a school-wide program. LHS has 70.41% of students receiving Free or Reduced Lunch. Remind parents to complete the Free and Reduced Lunch forms. Which are available on the district’s family page of the LCS Website.

Title I Funds Our total Title I budget is $451,965 Title I funds pay for the following: Teaching Allocations Teacher Assistants Instructional Coaches Potential Specialist Parent workshops/Educational Family Nights Educational materials and supplies Professional Development THIS IS A TITLE I COMPLIANCE ITEM Inform participants of the total Title I funds the school receives Describe your Title I program and what it looks like How and when will parents help to determine how that money is spent? Describe how parent involvement funds were used the previous year. Explain that parents must have the opportunity to help decide how the parent involvement funds are used and what type of parent involvement activities they want or need to help their kids do better in school. Provide parents with a Budget Planning Sheet and allow them to rank

Who decides how funds are used? The school leadership team makes the recommendations for the budget expenditures. District leadership assists in this process. Approval by the School Advisory Council (SAC). Every school has an SAC composed of: parents, teachers, other school staff, Principal, and students (at the middle and high school levels). Explain the process the school uses to involve parents in the decision-making process. Explain that parents are critical to this process. Provide information on all of the opportunities parents have to participate. Opportunities to Volunteer: Describe the various opportunities for parents to volunteer or become involved in your school. Some examples might include: In the school, in classrooms, or on fieldtrips Decisions and Planning on How to Use Title I School Parent Involvement Funds District/School Councils - meetings throughout the year where parents participate in school-wide program planning, and decide how to use the Title I parent involvement funds School Parent Councils

Parent’s Rights Access to your child’s academic and State Assessment results. Access to teacher qualifications. Be informed if your child is taught by a non-highly qualified teacher for four or more consecutive weeks. Be involved in school meetings and District Parent meetings. A Parent Right to Know Letter was mailed to all parents of Title I students by the Title I Department (on or before September 5th) a 2nd letter must be mailed to parents by the school (provide evidence the letter was sent). Parents’ Rights under No Child Left Behind (NCLB) – this is the last year of NCLB, and we do not know what the ESSA will require for Parent’s Right to Know. Request the qualifications of your child’s teacher Be notified if your child is taught for more than 4 consecutive weeks by a teacher who is not highly qualified Request opportunities for regular meetings with staff in order to make suggestions Participate in decisions relating to the education of your child Submit a written comment on the school-wide program plan when the school makes the plan available to the district (if you are not satisfied with the plan)

Working together! Title I law requires that all Title I schools and families work together. How we work together is listed in our: Title I Plan School Improvement Plan School Level Parental Involvement Plan Parent-School Compact Section 1118 of No Child Left Behind requires meaningful involvement of parents in the decisions made at the school. Specifically, parents are required to be involved in the development, implementation, review and revisions of the Parent Involvement Policy, Schoolwide Plan (School Improvement Plan) and the Parent-School Compact. Parents are also required to be involved in the development of district wide policies. Title I District Parent Policy – how the district involves parents and build schools’ and parents’ capacity for strong parent involvement and to help their children succeed. Must be reviewed and revised annually with parents. Distribute a copy of the District Parent Involvement Policy and review. Explain that Title I parents can be involved in reviewing and updating the policy each year (provide the dates/times for the meeting if available) Title I School Parent Involvement Policy - how the school involves parents in organized, ongoing and timely ways in the planning, review and improvement of programs and provide opportunities for parents to learn how to work with our children to improve their achievement. Must be reviewed and revised annually with parents. Distribute a copy of the School Parent Involvement Policy and review. Title I School-Parent Compact – outlines how parents, the entire school staff, and students will share the responsibility for improved student academic achievement. Must be reviewed and revised annually with parents. Distribute a copy of the School Parent Compact to review and discuss Explain that Title I parents can be involved in reviewing and updating the school/parent policy each year (provide the dates/times for the meeting if available)

School Improvement Plan Goals We will maximize the effectiveness of collaboration among teachers, coaches, and administrators to plan, deliver, and analyze standards based instruction in all content areas for all students. Leesburg High School will increase literacy school-wide across content areas to align with standards-based instruction. Leesburg High School will implement and maintain safety measures that will reduce student discipline infractions and establish a safe learning environment for student learning. Leesburg High School will concentrate providing additional teacher training to align classroom expectations and routines with Marzano elements.

Parent Involvement Plan Requirements Through participation in meetings, parents will: be involved in the development, review and approval of the School-Parent Compact and the Parent Involvement Plan . give input as to how the Title I Parent Involvement money will be spent. Provide information on the specific committees that parents can be involved. We had a School Advisory Meeting this morning. We would like to encourage Parents to attend these meetings for your input and decisions. Our SAC meetings are held the 2nd Thursday of every Thursday at 6:45 am and there’s a Parental Involvement Meeting every month. A notice will go out. Include the purpose, date and time of meetings.

COMPACT An agreement between our school administration, teachers, staff, parents and students ….. As a Title I School, we are required to have a signed compact on file of all students. Hold up a copy of “compact”. “If you did not complete and sign a compact with your child, forms are available at table at end of meeting.”

LHS Faculty and Staff will provide: High quality content and instruction A safe and effective learning environment District approved curriculum, blue prints and task cards based on Florida State Standards Assessments Career training educational programs After hours tutoring Title I School-Parent Compact – outlines how parents, the entire school staff, and students will share the responsibility for improved student academic achievement. Must be reviewed and revised annually with parents. Distribute a copy of the School Parent Compact to review and discuss Explain that Title I parents can be involved in reviewing and updating the school/parent policy each year (provide the dates/times for the meeting if available)

Parents/Guardians are responsible for: Having your student at school each day, on time Giving your student homework support Encouraging your student to read daily Using the Parent Portal (Skyward) Engaging in your students education Participating in educational decisions (SAC) Tracking your student’s graduation requirements

Students are responsible for: Attending school every day, on time, ready to learn Completing homework assignments daily Reading something of interest daily Delivering notices/information from school to parents Communicating your needs to parents/teachers Obtaining and completing make-up work Tracking graduation requirements/testing scores

Parent/Student Resource Center The Family School Liaison (FSL) works with parents, students and staff to increase student academic achievement by increasing parent involvement and community awareness. Available resources: School supplies Hygiene products Food Pantry Clothes closet Take home technology Educational materials Community resource assistance

PARENT COMMUNICATION Provides parents of Title I students with timely information. Parent Involvement School Advisory Council SAC meetings are held on the second Thursday of every month at 6:45 am in the cafeteria. The next meeting is Thursday, 9/8/16 at 6:45am in the cafeteria teacher lounge. SAC Chairman – Danny Morris morrisd@lake.k12.fl.us Encourage parents to get involved. Attend meeting to give input.
