Problem Statement Act 39 Auditorium Needed to address issues related to age of buildings, non-compliance with ADA standards (WIU Adm), safety, etc. Auditorium Demolition of existing interior space Address functional use of space for multi-purpose capabilities

Objectives Establish Capital Project Fund with transfer from General Fund of excess revenues from prior years Begin renovations during 2017-18 fiscal year Phase projects to address most critical issues first (leaking roof, main entry, etc.)

Key Benefits Act 39 projected cost savings on WIU Administrative Building alone estimated at 10-20% reduction in energy costs $116,000 - $232,000 over a 20-year period Safety, compliance, and preservation of the building assets being most critical

Statement of Work Schneider Electric could perform Act 39 work, estimated financing (3%, 15 years) Auditorium would need to be bid out Suggest evaluating possibility of including a performance bond requirement as part of the bid
