Production Legalities and Safety – Film and TV

Filming Legally – VCE students Filming may be taking place on the school campus or outside in the community. Because you will be on location, there are special responsibilities of which the production crew need to be aware.

Legality - Community Standards Noise levels should be as low as possible. Locations should be left clean and tidy. Offensive language should be avoided. Inconvenience or disruption to other people's activities should be avoided or minimised.

Legality - Fake Weapons There are two Acts of Parliament that regulate firearms and the public display of firearms or fake weapons in Victoria. They are: the Control of Weapons Act 1990 the Firearms Act 1996. Anything that can be mistaken for a firearm based on its overall appearance requires police approval if it is carried in public. The decision as to whether it resembles a real weapon is a matter for legal opinion. It is decided ‘on balance’ based on what a reasonable person would think. Toy firearms must have the following characteristics to avoid being reasonably mistaken for a real firearm. The colouring should not be the same as that of a working weapon. Materials should be immediately recognisable as not being associated with real weapons. The shape and size should indicate that they are toys

Safety – Risk Management Identify hazards. Assess the level of risk. Decide on control measures. Implement the control measures. Monitor progress.

Activities Draw a quick sketch of a filming/photoshoot location and mark where you will place ‘filming in progress’ signs so that they will be visible to members of the public. Conduct a risk assessment for all of the scenes/photographs in your planned film/photoshoot. Use the matrix on the next slide as a guide.
