BRR Policy to Support NGOs/Agencies in the Provision of Housing and Settlement Enabling Policy (Support System) Referral Policy Partnership/Collaboration Coordination Dispute Resolution Transparent Consultation Law Enforcement

ENABLING POLICY Logistic support, i.e. material, transport/ warehousing & heavy equipment Labor supply Provide expertise through third party Quality assurance Provide collateral (Bank) for contractors Liaise with local government or private owner in identifying and acquiring relocation sites

REFERAL POLICY In case NGO/Agency is not able to fulfill all development needs: BRR will refer that NGO/Agency to other NGO/Agency to seek for resource sharing in partnership or collaboration

Partnership/Collaboration BRR combines its resources with the NGO/Agency to obtain appropriate site development, housing and basic micro infrastructure BRR takes over whole development scheme of the entire village

COORDINATION BRR, together with the local government (at Kecamatan and Village level), coordinates the NGOs and agencies in developing Housing and Settlement programs in order to avoid overlapping and unnecessary competition among the NGOs and/or agencies

DISPUTE RESOLUTION BRR takes active roles in dispute resolutions between: NGOs/Agencies vs. NGOs/Agencies NGOs/Agencies vs. Local Government NGOs/Agencies vs. Community or CBOs and vise versa

Transparent Consultation NGOs/Agencies are required to consult with BRR on the following: Budget & Programs Variation Technical, Social and Logistic Issues/ Constrains Progress Deviation/Delay

LAW INFORCEMENT Enforce BRR Guidelines Enforce Building Codes Enforce National Construction/ Industry Standards including National Enforce National Acts/Decree/ Law relate to Spatial Planning and Development, and Environment Protection

HOUSING IN NIAS

PROGRESS IN NIAS December 2005, 94 temporary houses have been built 250 houses have been built through 2005. Process will be accelerated in 2006 and 21,062 houses have been committed 94 km roads under construction 10 school buildings have been rebuilt 7 markets have been built

HOUSING IN NIAS 1.448 houses are ready (BRR: 615 unit) 257 temporary houses have been built by IFRC and IOM 1.921 houses are being built (BRR: 1.035 unit) 598 families are still living in tents. Relocation program is underway till May 2006

FINAL HOUSING TARGET Every victim has permanent shelter to a highest standard than before the tsunami Water and Sanitation facility is provided Accessible roads Every neighborhood has drainage system, electricity, and other supporting facility
