Outline PEPFAR Phases since 2004 Our Purpose in PEPFAR implementation DSD Reporting Requirements MER support to DSD reporting PEPFAR New Reporting Structure A deliberate omission of the “E” in the title- a much broader question for the group

PEPFAR Phases PEPFAR support to the South African Government can be described in 3 phases: 2004 – 2008: An emergency response 2009 – 2013: shift in focus from more pronounced DSD to systems strengthening 2014 – 2018: MER The last phase being the one that we are in now, being the reason why we are gathered here trying to figure out how we can all walk down the aisle as we celebrate our re-defined partnership and collaborative existence The last phase introduces the MER replacing the NGI. The purpose for the MER is to better characterize and represent what our efforts are in helping promote a better life for the OVCs and their families. It helps us to tell our stories better

Our Purpose The roots of our existence lie in the partnership between PEPFAR and the SAG, which is to support the priorities of the latter as espoused in various policies and policy documents, e.g. NPA, NSP, NSDA, KPAs, etc. It is to support the SAG in building a strong evidence base to inform decision making and targeted resource allocation It is to help strengthen systems for a better service delivery to those in need Thus, our focus should always be on what the mandate of the SAG is to us and all other partners so that we are better able to respond and supporting that developmental need

DSD Reporting Requirements Based on a list of Community-Based Interventions/Services List which can be grouped as follows: Individual beneficiaries Household/Group level Organizational level Personnel (Social Services Personnel) These broad groupings/categories are further broken down into outcome and output indicators, service type and examples of services to be rendered for each category CBIMS Service List

How MER support DSD Reporting Needs The bigger question that we would like to pose and answer today is how the new MER help us fulfil and support these reporting requirements Firstly, it is through streamlined reporting Only 2 broad indicators that we have to respond to: Total OVCs and Adults served OVCs and Adults served with access to ART services Human Resources Training Secondly, it is through a focus on outcomes (OVC outcomes package)- a move away from a count to proportions and percentages reflective of the shift from DSD to systems strengthening To be discussed later during this meeting but basically covers all the service categories that we were required to report on a quarterly basis Now required on a 2 year basis Data to be generated through special studies Can the data be collected on an annual/periodic basis? What is the impact on the sample size for the 2 year special studies? Third, Support to CBOs and the new Community-Based Interventions Management System (CBIMS) Information systems need to be focused on supporting the successful roll-out of the CBIMS system through the comprehensive infrastructure of the CBOs across the country

Way Forward Re-writing of the SASI Manual incorporating comments from partners Roll-out the new SASI manual Defining the nature of special studies for the outcomes package indicators Active support of CBIMS- training of partners in CBIMS use and support to CBOs Defining systems strengthening and its measurement A focus on evaluation
