Purdue ALERT…West Lafayette Campus Emergency Notification System Basic Concepts: Simple Siren outdoors go inside/Fire alarm inside, go outside Redundant…multiple communication layers Quick Centralized, consistent message

Initial Notification Process--Purdue ALERT All-Hazards Emergency Warning sirens: (Shelter In Place) Fire alarms: (Evacuate the building) Text messaging: Purdue University faculty, staff and students may sign up via the Purdue website to receive an emergency notification text message. Twitter: Use your Twitter app to push notifications from @PurdueEmergency to your smartphone or fast follow by texting “follow PurdueEmergency” to number 40404. Desktop Popup Alerts: Alert will be sent to the majority of University classroom & lab computers and display incident information on computers that are logged in. Alert Beacons: Alert will be sent to the beacons that are installed in large classrooms. Beacons will alarm audibly for 10 seconds; flash and text alert will be available for 5 minutes. Digital Signs: Alert will be sent to over 120 signs around campus. Email: An e-mail will be sent to all people with a purdue.edu address. Web: Purdue Campus Status page, www.purdue.edu/ea, is the focal point of the most complete information in all campus-related emergencies. Boiler TV: The Boiler Television Emergency Alerting System may also broadcast emergency information. Local Media: The University works with the news media, radio, TV, newspapers, and Internet, to help spread the word.

Purdue ALERT System Purdue ALERT system notifies the community of a possible safety threat. Individuals should take immediate action and seek further information by all means possible:

New Purdue ALERT Layers Alarm for 10 seconds (cannot be muted) Flash for approximately 5 minutes Provide incident information (Info available for 5 minutes before it resets) Instructions posted next to each device PowerPoint Presentation on EP website

New Purdue ALERT Layers (cont) “Take over” a Purdue logged in computer and display an alert message. By clicking the “enter” key, one can acknowledge receipt (PC) or dismiss (MAC) and return to the normal screen. PowerPoint Presentation on EP website

New Purdue ALERT Layers (cont) Twitter's "Fast Follow" feature allows you to receive Purdue Emergency text message alerts without signing up for a Twitter account. Text "follow purdueemergency" to 40404. If you have a Twitter account, follow "purdueemergency" to see alerts on your Twitter home page.

Again the Simple Message… When you hear: ALL HAZARDS OUTDOOR SIRENS: immediately seek shelter (Shelter In Place) in a safe location within closest facility FIRE ALARMS: immediately evacuate the building and move to a safe location   In both cases, you should seek additional clarifying information by all possible means…Purdue Homepage, TV, radio, email, etc. 12

Shelter in Place… “Shelter in place means seeking immediate shelter inside a building or University residence. This course of action may need to be taken during a tornado, a civil disturbance such as a shooting, or a release of hazardous materials in the outside air. When you hear the sirens immediately go inside a building to a safe location and use all communication means available to find out more details about the emergency. Remain in place until police, fire, or other emergency response personnel provide additional guidance or tell you it is safe to leave.” 13

Shelter—Tornado Warning Outdoor warning sirens will activate. Approximately 3 minutes. Text message, Twitter, Desktop Popup Alert, BTV EAS, Digital Signs & Alert Beacon activation will be sent. Normally will not receive an email. Immediately go to a safe location in your building. Lowest level, away from doors and windows. Should be specified in your Building Emergency Plan.

Shelter—Active Shooter Outdoor warning sirens will activate. Approximately 3 minutes. Normally, all other Purdue ALERT layers will be activated… Response depends on…

Escape If Possible If there is an accessible escape path, attempt to escape the premises. Be sure to: Have an escape route and plan in mind Escape regardless of whether others agree to follow Leave your belongings behind Help others escape, if possible Prevent individuals from entering an area where the active shooter may be Keep your hands visible Follow the instructions of any police officers Do not attempt to move wounded people Call 911 when you are safe

Hide Out If escape is not possible, find a place to hide where the active shooter is less likely to find you. Your hiding place should: Be out of the active shooter’s view Provide protection if shots are fired in your direction (i.e., an office with a closed and locked door) Not trap you or restrict your options for movement To prevent an active shooter from entering your hiding place: Lock the door if safely possible Blockade the door with heavy furniture

Hide Out (cont) If the active shooter is nearby: Lock the door Turn off the lights Close the blinds Silence your cell phone and/or pager Turn off any source of noise (i.e., radios, televisions) Hide behind large items (i.e., cabinets, desks) Remain quiet If escaping and hiding out are not possible: Remain calm Dial 911, if possible, to alert police to the active shooter’s location If you cannot speak, leave the line open and allow the dispatcher to listen

Last Resort—Take Action As a last resort, and only when your life is in imminent danger, attempt to disrupt and/or incapacitate the active shooter by: Acting as aggressively as possible against him/her Throwing items and improvising weapons Yelling Committing to your actions

Shelter—HAZMAT Accidental release of toxic chemicals the air quality may be threatened and sheltering in place keeps you inside an area offering more protection. Selected layers of Purdue ALERT will normally be used. Try and obtain additional clarifying information by all possible means. (e.g. Purdue Status Page, TV, radio,, text, email, etc.)

Shelter—HAZMAT (cont) Close all windows and doors. Move to the shelter in place location. Do not go outside or attempt to drive unless you are specifically instructed to evacuate. Do not use elevators as they may pump air into or out of the building. Any occupant who encounters a student or visitor should direct them to take appropriate actions. Any occupant that encounters a physically disabled individual should assist them if possible.

Evacuation If you hear an alarm inside…get out Many different sounding alarms…all mean to get out

Evacuation Purdue policy requires immediate evacuation when any fire alarm sounds within a building. All faculty, staff, students and any other individuals within the building must promptly evacuate the building using the nearest designated exit routes. General procedures located in the Emergency Procedures Guide. Building specific procedures should be added to the Building Emergency Plan.
