A new approach to development of a (re)habilitation program - including its implementation and evaluation of outcomes - based on the International Classification of Functioning, Disability and Health (ICF) Core Sets for this population is considered. Abstract Each professional justified examinations and tests to assess severities of impairments and limitations and mapped measurements to the ICF qualifiers. International and adopted national tools were used. Now the selected tools are implemented by the neurologist, the orthopedic surgeon, the ophthalmologist, the psychologist, the psychiatrist, the social worker, and the educator in daily routine while describing health conditions and environment of children with CP. In addition to examinations and tests professionals recommend interventions aimed at reducing severities of impairements and limitations. Testing the Comprehensive ICF Core Set for CY with CP started at the clinic of St. Petersburg Scientific and Practical Center of Medical-Social Expertise, Prosthetics and Rehabilitation of the Disabled named after G.A. Albrecht (St. Petersburg, Russia). 9 children were examined, comprehensive examinations of 50-90 children are planned to be finished until the end of 2016. Introduction Conclusions Conclusions To ensure the provision of individualized and comprehensive services for children and youth with Cerebral Palsy (CP) in Russia, the Ministry of Labour and Social Protection of the Russian Federation mandated the development of guidelines for a novel (re)habilitation program - including its implementation and evaluation of outcomes for children with CP - based on the ICF Core Sets for this population. The guidelines aim to standardize disability assessments and to plan individualized (re)habilitation programs for disabled children and youth with CP at Federal State Institutions of Medical-Social Expertise throughout the country. These novel guidelines may also be applied at rehabilitation centres for children and youth with CP in Russia and Russian-speaking countries. As for future steps the given approach will be implemented in the other rehabilitation centres in Russia for feasibility studies. In case of positive results promotion and dissemination of the approach, and workshops on using the ICF Core Sets in daily routine are planned. The findings are to be summarized in the form of the guidelines on using the ICF Core Sets for children and youth with CP. Methods & Materials ICF CORE SETS FOR CHILDREN AND YOUTH WITH CP The objective of this study for 2016-2018 is to create meaningful national guidelines on how to use the ICF Core Sets for children and youth with CP [1] in (re)habilitation of persons with disabilities, including testing feasibility studies and writing specific instructions. The following multi-step methodology is ongoing: The ICF Core Sets for CY with CP were translated into Russian. Translation included two stages: selection ICF categories from the official publication of the ICF in Russian [2], and translation the categories that were not included into the it (i.e. updates). A multidisciplinary team reviewed the translation and discussed Russian terminology [3]. - Multidisciplinary professionals from a working group were trained to apply the ICF for disability assessments and rehabilitation of children. ICF codes from the Comprehensive ICF Core Set were distributed among members of the multidisciplinary team including a pediatrician, a neurologist, a psychologist, a psychiatrist, a social worker, an educator and others. Results As a part of the ongoing results, we have learned that using the Comprehensive ICF Core Set for children and youth with CP as a framework, helps to describe all children’s abilities and limitations, to embrace the concept of multipurpose (re)habilitation, and to facilitate communication between professionals. We have been working on development of a system which describes mapping the ICF Core Set categories with their severities to the most appropriate assistive devices and interventions. This approach enables to set more specific goals of (re)habilitation, to recommend options of measures to be specified by a professional regarding to a child’s health conditions (body functions and structures, activities and participation, and environmental factors), to control a (re)habilitation cycle and assess its effectiveness.
